If all this does not make the ‘Black Pope’ the most powerful man on the face of the earth, I do not know what would.
History
1797–1867
The United States maintained consular relations with the Papal States from 1797 under President George Washington and Pope Pius VI to 1867 and President Ulysses Grant and Pope Pius IX. Diplomatic relations existed with the Pope, in his capacity as head of state of the Papal States, from 1848 under President James K. Polk to 1867 under President Andrew Johnson, though not at the ambassadorial level. These relations lapsed when on February 28, 1867 Congress passed legislation that prohibited any future funding to United States diplomatic missions to the Holy See. This decision was based on mounting anti-Catholic sentiment in the United States, fueled by the conviction and hanging of Mary Surratt, a Catholic, for taking part in the conspiracy to assassinate President Abraham Lincoln. Her son, John Surratt, also Catholic, was accused of plotting with John Wilkes Booth in the assassination. He was given sanctuary by the Roman Catholic Church and fled to Italy where he served as a Papal Zouave. There was also an allegation that the Pope had forbidden the celebration of Protestant religious services, previously held weekly in the home of the American Minister in Rome, within the walls of the city.
1867–1984
From 1867 to 1984, the United States did not have diplomatic relations with the Holy See. Several presidents designated personal envoys to visit the Holy See periodically for discussions of international humanitarian and political issues. Postmaster General James Farley was the first of these representatives. Farley was the first high ranking government official to normalize relations with the Holy See in 1933 when the Postmaster General set sail for Europe, along with Soviet Commissar of Foreign Affairs Maxim Litvinov on the Italian Liner SS Conte Di Savoia “Count of Savoy.” In Italy, Farley had an audience with Pope Pius XI, and dinner with Cardinal Pacelli, who was to succeed to the papacy in 1939.[3] Myron Charles Taylor served Presidents Franklin D. Roosevelt and Harry S. Truman from 1939 to 1950. Presidents Nixon, Ford, Carter, and Reagan also appointed personal envoys to the Pope.
On October 20, 1951, President Truman nominated former General Mark W. Clark to be the United States emissary to the Holy See. Clark later withdrew his nomination on January 13, 1952, following protests from SenatorTom Connally (D-TX) and Protestant groups. The official prohibition lasted until September 22, 1983, when it was repealed by the “Lugar Act”
The United States and the Holy See announced the establishment of diplomatic relations on January 10, 1984. (when John Hinckley shot Reagan, Reagan reestablished diplomatic relations with the Vatican) On March 7, 1984, the Senate confirmed William A. Wilson as the first U.S. ambassador to the Holy See. Ambassador Wilson had been President Reagan’s personal envoy to the Pope since 1981. The Holy See named Archbishop Pio Laghi as the first Apostolic Nuncio (equivalent to ambassador) of the Holy See to the U.S. Archbishop Laghi had been Pope John Paul II‘s apostolic delegate to the Catholic Church in the United States since 1980. On July 10, 2009, President Barack Obama and Pope Benedict XVI met in Rome. A planned relocation of the U.S. embassy to the Holy See to the same location as the U.S. embassy to Italy drew criticism from several former U.S. ambassadors. On March 27, 2014, Obama and Pope Francis met in Rome; this was followed by Pope Francis’ 2015 visit to North America in September 2015, where, after visiting Cuba, he came to the U.S., and participated in the World Meeting of Families in Philadelphia, and also visited Washington, D.C., and New York City.
In June 2015, the United States and the Holy See concluded their first inter-governmental agreement which aims at curtailing offshore tax evasion through automatic exchange of tax information.

Topic: An Update on the Ninth Circle actions and our Direct Action Protocol
A. Update on events arising from the April 30 preventive actions against the Ninth Circle ritual killings:
In the fortnight since our Direct Action Units disrupted these killings and helped to detain nineteen cult members and free eight children slated for sacrifice, the Ninth Circle through its Vatican, judicial and government allies have counter attacked quickly to contain and undermine our breakthrough.
Several of the police officers who assisted our action units and who have been identified by their superiors have been transferred or suspended. In the Netherlands, two such police officers were suspended after the royal palace requested their disciplining.
No charges have been brought against the nineteen cult members that were arrested and all of them have been released, in most cases without being questioned or even finger printed. But our action teams have the names and photos of these cult members, and some of their testimonies.
Our sources indicate that an unofficial media blackout has been imposed by the governments of France, Holland, Belgium and Switzerland over the entire issue, which forbids any politician or police officer to acknowledge or comment on the actions against the Ninth Circle or the cult itself.
Similarly, the apparent back channel messenger from a faction in the Vatican who requested a meeting with our Directorate has gone silent. Either he was shut down or the Vatican is imposing a general blackout now on the entire issue as part of its damage control.
In Switzerland, France and Holland, where we successfully stopped the cult rituals, police officials are now being politically pressured to conduct a “witch hunt” in their departments to locate and discipline the officers who assisted us. This pressure is being brought to bear through domestic politicians funded by the Catholic Church, like France’s Francois Fillon, and those who are personally associated with the Ninth Circle themselves, like Belgium’s former Prime Minister Elio Di Rupo.
In France, the Papal Nuncio, Cardinal Luigi Ventura, is directly involved in leading this witch hunt purging of the police. Cardinal Ventura himself is personally tied to Ninth Circle crimes in Canada through his cover up of Indian residential school murders and Satanic-related child trafficking in Cornwall, Ontario. This occurred after he was appointed Papal Nuncio to Canada in 2001 by convicted criminal and Ninth Circle leader Pope Benedict, Joseph Ratzinger.
As part of this counter attack, a broad public disinformation campaign has been launched by the Vatican’s “Holy Alliance” espionage service to discredit and misrepresent our actions while searching for the identity of our action unit members and those who assist them.
The Alliance’s standard method of exposing and then eliminating our action unit members involves pressuring ITCCS workers to divulge their identities and disclose other confidential information by bringing a contrived “public pressure” to bear demanding “proof” of the truth of the ITCCS reports. Concerned internet and media investigators thereby become the unwitting tools of the Vatican death squads, by pressuring ITCCS to disclose evidence prematurely.
People do not seem to understand the nature of our enemy. But they must understand our nature: we are a front line army of action, not a rear echelon debating society worried about our public image.
In response to these counter attacks, ITCCS and its direct action units are imposing a new and more strict control over the flow of information in our hands. We are limiting access to our evidence to accredited individuals and groups under our supervision, rather than to the general public. Such a restriction is needed to guarantee the safety and effectiveness of our action units, and the lives of the innocent.
The Directorate has summarized this new approach in the following statement:
B. Governing Protocol on Direct Actions
1. The purpose of the ITCCS Direct Action Unit (DAU) is twofold: to rescue the lives of children and to arrest and prosecute any person or group that harms or threatens to harm them, as well as those who aid or abet such crimes.
2. The DAU is operated under the authority of a local Commander who is directly responsible to the ITCCS Central Directorate.
3. The DAU is self-reliant and operates as an independent force but seeks assistance from trained and credible local police officers in its actions.
4. Besides detaining suspects and freeing children, the DAU shall record and gather all evidence required to prosecute suspects and shall never surrender such evidence to any other agency or individual. This evidence shall be kept in the possession of the Unit Commander as an independent record of events until surrendered by him to the ITCCS internal archives.
5. DAU members shall never disclose the details of their work or of their discoveries to any individual, agency or media outside the ITCCS. The ITCCS Central Directorate alone is responsible for disseminating information on the DAU, its actions and evidence to the public, media and other agencies.
6. Failure by any DAU member to abide by this Protocol shall result in his or her immediate expulsion.
7. The ITCCS Central Directorate shall govern its media releases and public sharing of evidence according to the priorities outlined in the two-fold DAU mandate: the rescue of children and the arrest and prosecution of the guilty. All other considerations are subordinate to these goals, including the need to educate the public, reply to questions or challengers or explain our actions to the world. We recognize that we are engaged in a war against a more powerful adversary and therefore as a guerrilla force must rely on the skills of secrecy, surprise and deception to outmaneuver and disrupt that enemy. Such unpredictability and secrecy is our main weapon and is compromised by a “public relations, information sharing” approach to the rest of the world.
8. Accordingly, the Directorate shall not release the names or identities of any of the detained suspects, the children rescued, the DAU members or the responsible ITCCS field agents until the effective legal prosecution of the guilty and the safety of our agents and the children is assured and guaranteed. Neither shall any of the evidence recovered by the DAU, the location of the cult sites or any related information be shared publicly except in a court of common law or in another medium approved by the Directorate, such as an ITCCS sponsored press conference.
9. That said, such evidence and information can and will be shared to individuals and groups that have been pre-screened and authorized by the Directorate, including media groups. Such pre-screened persons must undergo interrogation and briefing by accredited ITCCS officers before they can be cleared to receive such information.
10. Any individual who violates or does not abide by this Protocol shall be subject to the full force of the law.
Freedom and the right to self-determination is natural and lawful, inherent in all living systems, and does not regard any state of mind, condition, or national identification; as such, we form Statements of Responsibility around these principles:
All living systems are free.
The value of living systems is unlimited.
Each living system is equal in value to all other living systems.
All living systems who violate these principles are pardoned on correction.
The human community intervenes in all situations where these principles are violated regardless of local customs, ethics, or practices.
Statement 2
Humans are eternal in nature and in and of themselves, ecosystems. Since every element that exists is living, interconnected, and interactive, ecosystems are defined as communities of elements nested in larger ones, to the universal level and beyond. Every element is vital to the structures supporting it.
Statement 3
Each inhabitant may, by free-will choice, join with one or more others to form a couple, family, band, tribe, confederation of tribes, or nation; each nested within a larger community.
Statement 4
Each human is, by free will, a sovereign nation and self-governing. Inhabitants join with others, by free will choice, to form governing frameworks for human communities that align with collective and individual customs.
Human communities develop ethics, customs, and practices consistent with the rights and protections of all living systems in recognition and respect for diversity of values, knowledge, skill, practices, and standards of all world cultures in alignment with natural law.
Statement 5
Mother Earth is an indivisible part of all living systems, inclusive of human communities, interrelated, interdependent, and complementary, all sharing a common destiny. Where human communities interact with other aspects of nature, the integrity and natural processes that sustain regeneration is preserved.
Mother Earth, the waters, skies, air, airwaves, minerals, forests, beaches, mountains, wildlife, and all other natural resources, human and otherwise, in, above, and below the earth are expressly protected as living systems. Natural resources are utilized in sustainable ways and may not be commercialized, commodified, nor privately “owned,” inhabitants being guardians and custodians of such. All activities such as building, farming, harvesting, and producing are done in a way that preserve nature’s dynamic balance and life-cycles, assuring regeneration and future integrity.
Statement 6
By natural law which deems Mother Earth and all living systems, human or otherwise, to be title holders of inherent rights, interrelated, interdependent and complementary, we declare Mother Earth to have a lawful personality able, through her human representatives, to bring action to defend her rights.
For the protection of her rights, Mother Earth takes on the character of the collective. She and all her expressions, including human communities, possess all the inherent rights recognized in these Statements; and the rights expressed herein do not preclude the existence of other rights.
As part of the community that makes up Mother Earth, all inhabitants exercise rights in a form compatible with both individual and collective rights. The exercise of individual rights is limited by the exercise of collective rights in the living systems of Mother Earth, and any conflict between these rights are resolved in a manner that preserves the functionality of living systems.
Statement 7
Communities, once regulated according to physical geographic boundaries arranged as cities, counties and states, now form and regulate themselves according to free-will choice. Customs, practices, and constitutions are developed by inhabitants in harmony with the symbiotic relationship of all life systems and in alignment with natural law.
Communities may be stationary or migratory, occupying and utilizing natural resources as custodians and guardians of the land.
Statement 8
The land, being equal in value to all other living systems, once regarded as real estate, property or possession, is now free. Each human inhabitant is declared a lawful guardian and protector of Mother Earth.
Statement 9
Inhabitants freely enjoy activities of exchange, business and travel, unhindered and unrestricted, as done in a form that maintains the capacity and conditions for regeneration and the balance of all living systems and ecosystems.
Existing infrastructure remains as long as it is maintained and utilized in harmony with regenerative cycles of surrounding life systems. Individuals, groups, or communities sharing an interest in roads, pipelines, railways, etc. possess guardianship of them and are responsible for their care and operations.
Statement 10
Decisions regarding personal health care, wellness, education and safety are the free-will choice of each inhabitant.
Statement 11
Free movement through and across land, water, air and space is a natural function of life and remains unrestricted, uninhibited and unlimited. Modes of transportation safeguard the integrity and regenerative cycles of Mother Earth.
Statement 12
Inhabitants and communities freely form alliances and enter into written or oral contracts and agreements consistent with the common good and within the framework of the balance and rights of Mother Earth and all living systems.
Statement 13
The human community intervenes where violations of rights occur. Protection coalitions, consisting of one or more inhabitants, assist in ensuring rights and protections guaranteed in these Statements.
Statement 14
Representational value systems (money) have traditionally been used to measure an amount or level of human energy invested in a product or service. These systems are unnecessary, cumbersome, and create fictitious hierarchies; therefore, all money systems dissolve as human consciousness, understanding of our symbiotic relationship with the earth, and access to alternative technologies provide.
Concepts of ‘work for hire’ adjust to reflect continued expansion of available technologies, multicultural understanding, and the primacy of integrity among and between all living systems.

Details of the Treason Against the Actual United States
During 1909 the vermin surreptitiously placed a “title” on all land in America, as “security” for the debts of The United States of America, Inc., which started operations in 1868 and which was bankrupted in 1907.
Please note that “The United States of America, Inc.” was a private, mostly foreign-owned corporation in the business of providing governmental services and it never, ever had any valid claim on anyone’s state public or private land anywhere in this country.
That bankruptcy ended in 1953 with all debts settled and discharged. However, the vermin then claimed that it was “impossible” for them to identify and return title to the purloined land assets to the actual heirs and owners, that they were “unknown” after nearly fifty years, and that as a result, it all had to be “claimed as abandoned property” and set aside in a giant public trust, which would itself benefit from the land assets and all the taxes generated from taxing the lease-holders— all the people who have bought land and participated in land sales ever since.
“The Department of Agriculture” has held the agricultural liens ever since.
Nobody was told about any of this. It was just considered “private business” of the governmental services corporation(s) dba District of Columbia Municipal Corporation dba The United States of America, Inc,., dba the United States of America, Inc., dba the U.S. Corp dba the UNITED STATES OF AMERICA, Inc., dba E PLURIBUS UNUM THE UNITED STATES and E PLURIBUS UNUM THE UNITED STATES OF AMERICA and UNITED STATES (INC.) and all the rest of the international corporations that have infested our country and fed on us like bedbugs ever since.
If the Generals want to do their duty, it is more than past time for them to listen to their actual bosses, the people of this country, and clean the Mess up in the District of Columbia, including the Mess at the USDA by forcing the return of the land patents to the actual heirs wherever possible and to the current owners where it is not possible to determine who the land rightfully should belong to. This also means ending the foreclosure fraud that is ongoing.
All these people have bought land and homes and other business property in Good Faith. The transactions involved have been advertised as “loans”—whether home loans or business loans, and they have instead been future lease-purchase agreements and no loans from any bank have actually occurred. The banks have acted as brokers instead.
These transactions have also been advertised as “sales” but instead have been leases by trust property management companies deceptively calling themselves the “State of Oregon” and “STATE OF OREGON”, etc.
It is time for this vast criminal fraud to end and for those responsible to be exposed and removed, root, stem, and leaf.
The reality of this circumstance has been hidden from the public and from the employees of the military and the various for-hire government services contractors via a process of strict compartmentalization so that one hand has not known what the other hand was doing.

We are facing a crisis in the long process to restore lawful government to the actual United States and continue to suffer false claims and insupportable, outlawed practices which the so-called Territorial United States and Municipal United States corporations have been attempting to foist off on the actual states and people.

The actual bills are already being paid out of the U.S. Treasury, so the perpetrators pocket the difference and say that these additional payments are “donations” and “gifts”—-but are really the fruits of unjust enrichment, extortion, racketeering, and fraud committed by employees against their trusting employers.

They kidnap, press-gang, and coerce Americans to sign up for programs that only US Territorial or US Municipal employees are eligible for, then falsely claim that these people are “voluntarily” functioning as either Territorial or Municipal “citizens” and are then subject to their private corporation statutes, regulations, and codes.

Dear Mr. Sessions:
I am writing this afternoon —the 242nd Anniversary of the “Shot heard round the world”—regarding three areas of immediate and urgent concern: (1) the continued forced, fraudulent and inadequately disclosed enrollment of American state nationals in Social Security programs intended exclusively for Territorial United States and Municipal United States citizens and (2) failure of the Territorial and Municipal United States to come to an agreement with the actual land jurisdiction United States regarding proper identification of American state nationals and American State Citizens v. United States Citizens v. citizens of the United States on passports and other international and interstate IDs and (3) the pending bankruptcy of the Puerto Rican Electrical Utility and the fraudulent creation of millions of purported “franchise” public transmitting utilities operated under ACCOUNTS that are deceptively similar in appearance to the names of Americans.
The pretense that people are knowingly volunteering to serve as Withholding Agents, that is, Warrant Officers in the Merchant Marine Service, to help win WWII ran out of steam in September 1945.
The continued international racketeering aimed at deliberately misinformed Americans and their enrollment in “Social Security” under these patently false presumptions of federal employment and Territorial and/or Municipal citizenship have to end immediately. The Territorial and Municipal Government organizations have been under Notice for going on two years. The longer you wait to admit the circumstance and release the adhesion contracts the worse it gets— and the more people are harmed.
Ditto the situation with passports. The American people are owed competent passport service, but they are being routinely misidentified as United States Citizens and/or citizens of the United States as a result of having been improperly and unconscionably enrolled and conscripted under conditions of fraud as U.S. Territorial and/or U.S. Municipal citizens.
As you are aware, it is illegal to use “legal names”. As you should also be aware, it was never the intention of American states nationals to operate in commerce. Instead, another false presumption was foisted off on us by the Franklin Delano Roosevelt Administration which sought to “redefine” our lawful American Trade Names as U.S. Foreign Situs Trusts so as to palm off the debts of the private, mostly foreign owned “United States of America” Inc. onto the American states and people by an undisclosed process of hypothecation, fraud, and assumption of debt we never owed.
That boondoggle ended in 1999. Trillions of dollars-worth of labor and assets were siphoned out of this country as a result. Let me suggest to you that there isn’t going to be a re-run of it.
We aren’t putting up with any more “government” racketeering or fraud.
Tell your Boss. Tell the members of the feckless, treasonous, disgusting Congress.
They need to drop the whole plan of bankrupting all those purported public transmitting utilities NAMED after JOE Q. PUBLIC Americans and stop hypothecating debt against all those illegal, unlawful, non-specific, but deceptively similar ACCOUNTS that appear to be our names, and stop sending fraudulent bills through the U.S. Mail.
Tell Mr. Trump— “NON-ASSUMPSIT” in very large letters. Tell the COMMONWEALTH OF PUERTO RICO its electrical utility will have to go bankrupt like any other mismanaged corporation on Earth.
While you are at it, get ready for all the homebound Americans who are now wise to the scam, returning to the land jurisdiction and surrendering all those millions of bogus U.S. PERSONS that were created by the UNITED STATES, INC. back to the Secretary of the Treasury.
Also be aware that we seized upon the derelict United States of America, Inc. that we bailed out of bankruptcy and paid off and which is ours and when we did so, we also took all 50 American land jurisdiction States with it and rolled the whole enchilada back into our actual land jurisdiction state trading companies. Look at the extractions on file and made part of the public record.
All the States of __________ and STATES OF ___________ belong to the ____________States and the __________States belong to the united States of America which belongs to the States which belong to the actual states and people of this country.
It’s over, Mr. Sessions. The Great Fraud that began with the so-called “American Civil War” is over. The Territorial and Municipal “United States Congress” members need to get their paws out of our pockets and start paying attention to those nineteen enumerated services we are owed, including the national trust indenture owed as the Preamble of that old, musty, dusty original equity contract called The Constitution for the united States of America.
Beyond that, if Mr. Trump needs money to continue operations, he doesn’t need to borrow any debt from the Israelis and he doesn’t need to borrow credit from the Rothschilds. He just has to realize where the actual money and credit has gone and assist us in our efforts to recover the assets that are owed to us. He will have all that he needs to operate the governmental services corporations. Free and clear.

We are commanding the release of all prisoners that are being detain for profit, which adds up to 95% of detainees;
