The US-funded CANVAS organization that trained Juan Guaido and his allies produced a 2010 memo on exploiting electricity outages and urged the opposition “to take advantage of the situation…towards their needs”
By Max Blumenthal
A September 2010 memo by a US-funded soft power organization that helped train Venezuelan coup leader Juan Guaido and his allies identifies the potential collapse of the country’s electrical sector as “a watershed event” that “would likely have the impact of galvanizing public unrest in a way that no opposition group could ever hope to generate.”
The memo has special relevance today as Guaido moves to exploit nationwide blackouts caused by a major failure at the Simon Bolivar Hydroelectric Plant at Guri dam – a crisis that Venezuela’s government blames on US sabotage.
It was authored by Srdja Popovic of the Center for Applied Non-Violent Action and Strategies (CANVAS), a Belgrade-based “democracy promotion” organization funded by the US government that has trained thousands of US-aligned youth activists in countries where the West seeks regime change.
This group reportedly hosted Guaido and the key leaders of his Popular Will party for a series of training sessions, fashioning them into a “Generation 2007” determined to foment resistance to then-President Hugo Chavez and sabotage his plans to implement “21st century socialism” in Venezuela.

In the 2010 memo, CANVAS’s Popovic declared, “A key to Chavez’s current weakness is the decline in the electricity sector.” Popovic explicitly identified the Simon Bolivar Hydroelectric Plant as a friction point, emphasizing that “water levels at the Guri dam are dropping, and Chavez has been unable to reduce consumption sufficiently to compensate for the deteriorating industry.”
Speculating on a “grave possibility that some 70 percent of the country’s electricity grid could go dark as soon as April 2010,” the CANVAS leader stated that “an opposition group would be best served to take advantage of the situation and spin it against Chavez and towards their needs.”
Flash forward to March 2019, and the scenario outlined by Popovic is playing out almost exactly as he had imagined.
On March 7, just days after Guaido’s return from Colombia, where he participated in the failed and demonstrably violentFebruary 23 attempt to ram a shipment of US aid across the Venezuelan border, the Simon Bolivar Hydroelectric Plant experienced a major and still unexplained collapse.
Days later, electricity remains sporadic across the country. Meanwhile, Guaido has done everything he can “to take advantage of the situation and spin it” against President Nicolas Maduro – just as his allies were urged to do over eight years before by CANVAS.
Rubio vows “a period of suffering” for Venezuela hours before the blackout
The Venezuelan government has placed the blame squarely on Washington, accusing it of sabotage through a cyber-attack on its electrical infrastructure. Key players in the US-directed coup attempt have done little to dispel the accusation.
In a tweet on March 8, Secretary of State Mike Pompeo framed the electricity outage as a pivotal stage in US plans for regime change:
The power outage and the devastation hurting ordinary Venezuelans is not because of the USA. It’s not because of Colombia. It’s not Ecuador or Brazil, Europe or anywhere else. Power shortages and starvation are the result of the Maduro regime’s incompetence.
At noon on March 7, during a hearing on Venezuela at the Senate Foreign Relations Subcommittee, Sen. Marco Rubio explicitly called for the US to stir “widespread unrest,” declaring that it “needs to happen” in order to achieve regime change.
“Venezuela is going to enter a period of suffering no nation in our hemisphere has confronted in modern history,” Rubio proclaimed.
At 5:18 PM, a clearly excited Rubio took to Twitter to announce the blackout and claim that “backup generators have failed.” It was unclear how Rubio had obtained such specific information so soon after the outage occurred. According to Jorge Rodriguez, the communications minister of Venezuela, local authorities did not know if backup generators had failed at the time of Rubio’s tweet.
Back in Caracas, Guaido immediately set out to exploit the situation, just as his CANVAS trainers had advised over eight years before. Taking to Twitter just over an hour after Rubio, Guaido declared, “the light will return when the usurpation [of Maduro] ends.” Like Pompeo, the self-declared president framed the blackouts as part of a regime change strategy, not an accident or error.
Two days later, Guaido was at the center of opposition rally he convened in affluent eastern Caracas, bellowing into a megaphone: “Article 187 when the time comes. We need to be in the streets, mobilized. It depends on us, not on anybody else.”
Article 187 establishes the right of the National Assembly “to authorize the use of Venezuelan military missions abroad or foreign in the country.”
Upon his mention of the constitutional article, Guaido’s supporters responded, “Intervention! Intervention!”
Exploiting crisis to “get back into a position of power”
As Dan Cohen and I reported here at the Grayzone, Guaido’s rise to prominence – and the coup plot that he has been appointed to oversee – is the product of a decade-long project overseen by the Belgrade-based CANVAS outfit.
CANVAS is a spinoff of Otpor, a Serbian protest group founded by Srdja Popovic in 1998 at the University of Belgrade. Otpor, which means “resistance” in Serbian, was the student group that worked alongside US soft power organizations to mobilize the protests that eventually toppled the late Serbian President Slobodan Milosevic.
CANVAS has been funded largely through the National Endowment for Democracy, a CIA cut-out that functions as the US government’s main arm of promoting regime change. According to leaked internal emails from Stratfor, an intelligence firm known as the “shadow CIA,” CANVAS “may have also received CIA funding and training during the 1999/2000 anti-Milosevic struggle.”
A leaked email from a Stratfor staffer noted that after they ousted Milosevic, “the kids who ran OTPOR grew up, got suits and designed CANVAS… or in other words a ‘export-a-revolution’ group that sowed the seeds for a NUMBER of color revolutions. They are still hooked into U.S. funding and basically go around the world trying to topple dictators and autocratic governments (ones that U.S. does not like ;).”
Stratfor subsequently revealed that CANVAS “turned its attention to Venezuela” in 2005, after training opposition movements that led pro-NATO regime change operations across Eastern Europe.
In September 2010, as Venezuela headed for a parliamentary election, CANVAS produced a series of memos outlining the plans they had hatched with “non-formal actors” like Guaido and his cadre of student activists to bring down Chavez. “This is the first opportunity for the opposition to get back into a position of power,” Popovic wrote at the time.
In his memo on electricity outages, Popovic highlighted the importance of the Venezuelan military in achieving regime change. “Alliances with the military could be critical because in such a situation of massive public unrest and rejection of the presidency,” the CANVAS founder wrote, “malcontent sectors of the military will likely decide to intervene, but only if they believe they have sufficient support.”
While the scenario Popovic envisioned failed to materialize in 2010, it perfectly describes the situation gripping Venezuela today as an opposition leader cultivated by CANVAS seeks to spin the crisis against Maduro while calling on the military to break ranks.
Since the Grayzone exposed the deep ties between CANVAS and Guaido’s Popular Will party, Popovic has attempted to publicly distance himself from his record of training Venezuela’s opposition.
Today, however, Popovic’s 2010 memo on exploiting electricity outages reads like a blueprint for the strategy that Guaido and his patrons in Washington have actively implemented. Whether or not the blackout is the result of external sabotage, it represents the “watershed event” that CANVAS has prepared its Venezuelan cadres for.

This is the story of how a visit to the Berlin Zoo led to the discovery that its magical atmosphere is inherited from the Star Fortress that housed the city and how all world architecture to this date is designed to extract electromagnetic energy from the ether.
All this advanced technology was created, designed and built only by the now called Great Tartary Empire. Asia, Africa, Europe, Oceania and the Americas were part of a single High Civilization Scythian-Tartar-Arian, who mixed with the red, black and yellow races. They taught them all they knew and build one worldwide architecture entirely focused on the extraction of electromagnetic energy.
This technology is the same to 7000 years. The Tartarian architecture undergoes slight modifications and influences according to the local characteristics of climate, culture and material resources but maintains the basic principles throughout the world. It is characterized by the use of arch openings, columns, domes and towers, in addition to details such as rose windows and muqarnas, symbols of the vibration of electromagnetic energy, which acts on molecules and changes the behavior of cells. All Tartary power stations, small and large, had pipe organs to harmonize and heal the population through sound waves, what is now known as “cymatics”.
The video shows how the Parasites invading forces that defeated Tartaria appropriated their palaces and red power stations worldwide and turned it into universities, museums, theaters, banks, prefectures, chambers of commerce, stock exchange, churches, high school, courts, banks, post offices, libraries, opera theaters, biomedical research institutes, casinos and tourist attraction, as well as cathedrals, synagogues and churches of artificially created religions. All the architecture and technology of the superior civilization of Tartary was stolen and passed into the hands of the Invaders Parasites who created the current ignorant civilization.
All buildings images in this video has – or at some point had – electromagnetic energy.
On February 23, 2019 was the last day for a final closing of the United States Corporation that by the way this will be a topic for another day. As you can imagine an entire world fell apart, inclusive the taking away of any authority of be brainwashing humanity as has been the so call Pope Francis and his worldwide pedophiles+ children murders legions that as well enforced all kinds of sexual immorality. We are assuming the closing of the US corporation has to do immensely with this but in truth Pope Francis has a whole load of dirty clothes that are against him.
The fact is that Pope Francis, or the demons from the Vatican if you will have had the entire country of the United States to their disposition to do whatever they wish with it, and this included our people. This was done all along with communist China, and all their worldwide agents so call brokers like all those famous families as the Rockefeller, the Royals, the world bank, and countless mafia groups that did the terrorists bidding worldwide. Further, they had every politician grabbed by their balls to do as they were told. Their aim was frankly destroy our humanity all ways always along with the entire planet.
But now they cannot do anything else because they are all BROKE. So desperately they are, they attempted to invade Venezuela to grab all their oils reserve besides that for a year or so they are holding the money they owe Venezuela for the oil they purchase because truly, they just did not have that money at all. And now Venezuela is going through many issues politically and economically, but we think they will survive just fine.
Thank you HOS. We love you! This was the only way we could save the creation. What is next? Answer= many arrests+ many BOOM BOOM+ a new republic with its founding laws+ a new financial system for the entire planet is on the way slowly but surely.
The more you know, the better for the entire world. Truth never hides. Outstanding report by journalist Abby Martin concerning the inhumane issues about Venezuela perpetrated by the Ziocons from Washington DC that think they have the authority to invade Venezuela, or any country for that matter with the pretext of bringing Aids when the facts are the aids they are bringing are arms, drugs, and terrorists to do their dirty work that is to steal the resources from that country such as oil, etc. This is invasion+ violation of natural, common, and international law. This is a total game plan by the fuckwits from the CIA enterprise hungry criminals that as we speak are all broke.
CIA+ war criminals= all Senior Executives Server members[SES] that are call by many names such as Mossad+ ISIS+Satanists+ Havah mafia. The fuckwits that needs be no more worldwide.
Shills like Elio Abram, Michael Bolton, Mike Pompeo, Mike Pence, Juan Guaido, Marco Rubio, Julio Burgos, and Alias Quinto to name a few, the American people+ the Venezuelan people are commanding their immediate arrest for crimes against humanity. Further, the immediate release for some of the money they are holding against the Venezuelan people for them to thrive. It is beyond embarrassment to these body of criminals knowing that their game plan of deceptions and lies are expose for the entire world to see… their game is OVER, and this goes as well for their legions of lobbyist whores call journalists that are filling the airways with their propagandas FAKE news lies in Spanish as well. We the people command cease and desist your satanic coup against Venezuela immediately. So be it, be it so. <LF>

Detroit and other state dioceses leave many unanswered questions about pederast priests.
When more than 50 reporters had the opportunity to question Michigan Attorney Dana Nessel about the investigation into what her office is calling “Clergy Abuse in the Catholic Church” during a press conference Thursday, it was surprising, at least to this observer, how few questions the reporters asked about the investigation.
Nessel is the state’s new attorney general and called her first press conference since taking office in January to discuss the three investigations her office is working on: clergy abuse, the Flint water crisis and Dr. Larry Nassar at Michigan State University (MSU).
It was the first statewide raid conducted on the Catholic Church in American history.Tweet
Church Militant aired a video report about the event, explaining that “the investigation is far bigger than most know, involving not only all seven dioceses, where priests were shuffled from one diocese to another, but multiple states as well, since abusive clergy were also moved out of state.”
It was a special treat for me to attend this rarest of press conferences, representing Church Militant with Niles. The press conference was a very big deal, but also in a sense anti-climactic.
First, one cannot underestimate the unprecedented scope of what is happening. Not only has the top prosecutor in Michigan said publicly that the Catholic Church is a “criminal enterprise,” but this is the first time in history the Church has been under this kind of scrutiny.
Without any notice, at the same time one morning October last year, 70 officers with the Michigan State Police and 14 state assistant attorneys general raided all seven Michigan dioceses: Detroit, Saginaw, Lansing, Marquette, Gaylord, Kalamazoo and Grand Rapids. In addition to chancery headquarters, offices in multiple other diocese-related buildings, including Sacred Heart Seminary in Detroit, were raided.
It was the first statewide raid conducted on the Catholic Church in American history.
Nessel said her staffers are now poring over hundreds of thousands of pages from Church files and working on more than 300 tips from the public, many of them victims of clergy abuse.
So far, she said, there is evidence of cover-ups of clergy abuse in most Michigan dioceses, and there will likely be more than 1,000 victims identified.
She encouraged anyone who has been abused or who has witnessed or knows about clergy abuse to report that abuse to her office using the state’s clergy abuse hotline, rather than going to Church officials, and has also asked each diocese to suspend its own internal review process until the state’s investigation is complete.
“Every report will be analyzed factually and in-depth,” Nessel said, adding that if abuse does not rise to the level of a crime, information gained from research into that particular event could be used to pursue other incidents. “You still might be able to help others,” she noted.
She also indicated that non-disclosure agreements (NDAs) signed by some victims in the past to settle abuse lawsuits or complaints are not necessarily binding if they’re part of a settlement for a crime: “NDAs will not protect the Church.”
When asked by Church Militant when the final report will be issued, she estimated it will take about two more years. She declined to say whether prosecutions will take place before the close of the investigations, but her primary goal is to remove known priest-predators from ministry immediately, regardless of the statute of limitations.
When asked twice about how she anticipates dealing with priest-abusers who are elderly, Nessel was straightforward. “It doesn’t matter who they are or how old they are; if we can show a crime was committed,” she made clear they will be prosecuted.
Most telling, was her response to Christine Niles’ final question of the whole press conference: What about bishops and others who enabled the predators? Will you also go after them?
Nessel carefully nuanced her response, saying that her staffers are going to examine every case carefully and “if we can show a crime was committed” every effort will be used to achieve justice: “Nothing is off the table.”
Nessel challenged the dioceses to set up a fund for victims to be administered by the attorney general’s office so that victims may receive help for trauma they have experienced.
Most of the Q&A period of the press conference dealt with the Flint water crisis, perhaps because at this stage of the Catholic clergy sex abuse scandal, the outcomes of investigations have become predictable: the same basic storyline, only with different names of victims, bishops, priests, lawyers and the lay enablers who are invariably on the bishops’ payroll.
‘If we can show a crime was committed,’ every effort will be used to achieve justice: ‘Nothing is off the table.’Tweet
Many are no doubt expecting the final report to be a kind of remake of some not-so-old old movies and updated local history.
As one who has covered the sex scandals in Michigan for local and national media for 39 years, here are only a few of the big Michigan abuse cases Nessel and her staff will surely research and provide information the Church refuses to provide:
St. Sebastian’s Angels: Were there formal complaints about Fr. William Auth, who worked in the diocese of Lansing and sent a photo of himself with a 12-year-old boy in Mexico whom he said “is not my current lover?”
Fr. Neil Emon: This priest was among the five members of the Crosier order that are on the archdiocese of Detroit’s list of credibly accused priests. They were removed only after the 2002 Boston Globe Spotlight series. One publication in the Detroit media described the nature of his offense as “oral sex with a 10-year-old boy” before he came to Detroit, but that comment cannot be found on the internet today. However, that report indicated that even after Detroit’s Cdl. Adam Maida was informed of the offense, he allowed Fr. Emon to be pastor of St. Alfred Church in Taylor, which had an elementary school. Emon was also a local vicar, which means he was personally able to shut down a protest about rampant homosexuality at the local high school, Gabriel Richard, in Riverview. Multiple requests fom me for accurate information about Emon has been ignored for more than a decade by the Crosier order and by Ned McGrath, former director of communications for the archdiocese of Detroit. Nessel will be able to get answers to these questions.
Fr. Thaddeus Ozog: He was best friends with notorious pedophile Fr. Gerald Shirilla and died of AIDS in 1994. One month after the Michigan attorney general’s raids, the archdiocese of Detroit suddenly announced that there was a credible allegation that Ozog molested a minor.
Fr. James Poman: One of the more curious cases involves recurring and persistent rumors from multiple sources (seminarians, priests, etc.) about Fr. James Poman, who died of AIDS in the early 1990s, and was a pedophile and reportedly part of a group of local priests that passed boys around for their amusement. Buried in my files is a news article about his death noting he died of AIDS, but his name is not listed on the Detroit archdiocese’s list of “priests credibly accused of abuse.” The archbishop informed me several years ago he will not even acknowledge any questions from me. But the attorney general’s office should get answers.
Buried in my files is a news article about his death noting he died of AIDS, but his name is not listed on the Detroit archdiocese’s list of ‘priests credibly accused of abuse.’Tweet
In response to our query, Dan Olsen, spokesman for Attorney General Dana Nessel, told Church Militant her office must decline to answer the question whether a bishop or his staffers might be guilty of obstruction of justice for a crime of sex abuse if the individual predator who was protected is deceased or the statute of limitations has run out.
“We cannot give additional information as it might jeopardize the extent of any investigation,” Olsen said.

Historical and Revision Notes
Based on title 18, U.S.C., 1940 ed., §§10, 11, 13 (June 28, 1940, ch. 439, title I, §§2, 3, 5, 54 Stat. 670, 671).
Section consolidates sections 10, 11, and 13 of title 18, U.S.C., 1940 ed. Section 13 of title 18, U.S.C., 1940 ed., which contained the punishment provisions applicable to sections 10 and 11 of title 18, U.S.C., 1940 ed., was combined with section 11 of title 18, U.S.C., 1940 ed., and added to this section.
In first paragraph, words “the Government of the United States or the government of any State, Territory, District or possession thereof, or the government of any political subdivision therein” were substituted for “any government in the United States”.
In second and third paragraphs, word “such” was inserted after “any” and before “government”, and words “in the United States” which followed “government” were omitted.
In view of these changes, the provisions of subsection (b) of section 10 of title 18, U.S.C., 1940 ed., which defined the term “government in the United States” were omitted as unnecessary.
Reference to conspiracy to commit any of the prohibited acts was omitted as covered by the general conspiracy provision, incorporated in section 371 of this title. (See reviser’s note under that section.)
Words “upon conviction thereof” which preceded “be fined” were omitted as surplusage, as punishment cannot be imposed until a conviction is secured.
The phraseology was considerably changed to effect consolidation but without any change of substance.
Amendments
1994—Pub. L. 103–322 substituted “fined under this title” for “fined not more than
$20,000” in fourth and fifth pars.
1962—Pub. L. 87–486 defined the terms “organizes” and “organize”.
1956—Act July 24, 1956, substituted “$20,000” for “$10,000”, and “twenty years” for “ten years” in the paragraph prescribing penalties applicable to advocating overthrow of government and inserted provisions relating to conspiracy to commit any offense named in this section.
Effective Date of 1956 Amendment
Amendment by act July 24, 1956, as applicable only with respect to offenses committed on and after July 24, 1956, see section 3 of act July 24, 1956, set out as a note under section 2384 of this title.
§2386. Registration of certain organizations

DIVISION A—DEPARTMENT OF HOMELAND SECURITY APPROPRIATIONS ACT, 2019
Pursuant to section 201 of the National Emergencies Act (50 U.S.C. 1621), I hereby report that I have exercised my authority to declare a national emergency in order to address the border security and humanitarian crisis that is threatening the United States. This declaration invokes section 12302 of title 10, United States Code, to allow the Secretary of Defense, and the Secretary of each relevant military department, as appropriate and consistent with applicable law, to order units or members of the Ready Reserve to active duty in order to assist and support the activities of the Secretary of Homeland Security at the southern border.
Further, I have invoked section 2808 of title 10, United States Code, and authorized the Secretary of Defense, and at his discretion, the Secretaries of the military departments, to exercise the authority under that section to engage in emergency construction as necessary to support the use of the Armed Forces and respond to the crisis at our southern border.
I am enclosing a copy of the Proclamation I have issued.
Sincerely,
DONALD J. TRUMP
Presidential Proclamation on Declaring a National Emergency Concerning the Southern Border of the United States
The current situation at the southern border presents a border security and humanitarian crisis that threatens core national security interests and constitutes a national emergency. The southern border is a major entry point for criminals, gang members, and illicit narcotics. The problem of large-scale unlawful migration through the southern border is long-standing, and despite the executive branch’s exercise of existing statutory authorities, the situation has worsened in certain respects in recent years. In particular, recent years have seen sharp increases in the number of family units entering and seeking entry to the United States and an inability to provide detention space for many of these aliens while their removal proceedings are pending. If not detained, such aliens are often released into the country and are often difficult to remove from the United States because they fail to appear for hearings, do not comply with orders of removal, or are otherwise difficult to locate. In response to the directive in my April 4, 2018, memorandum and subsequent requests for support by the Secretary of Homeland Security, the Department of Defense has provided support and resources to the Department of Homeland Security at the southern border. Because of the gravity of the current emergency situation, it is necessary for the Armed Forces to provide additional support to address the crisis.
NOW, THEREFORE, I, DONALD J. TRUMP, by the authority vested in me by the Constitution and the laws of the United States of America, including sections 201 and 301 of the National Emergencies Act (50 U.S.C. 1601 et seq.), hereby declare that a national emergency exists at the southern border of the United States, and that section 12302 of title 10, United States Code, is invoked and made available, according to its terms, to the Secretaries of the military departments concerned, subject to the direction of the Secretary of Defense in the case of the Secretaries of the Army, Navy, and Air Force. To provide additional authority to the Department of Defense to support the Federal Government’s response to the emergency at the southern border, I hereby declare that this emergency requires use of the Armed Forces and, in accordance with section 301 of the National Emergencies Act (50 U.S.C. 1631), that the construction authority provided in section 2808 of title 10, United States Code, is invoked and made available, according to its terms, to the Secretary of Defense and, at the discretion of the Secretary of Defense, to the Secretaries of the military departments. I hereby direct as follows:
Section1. The Secretary of Defense, or the Secretary of each relevant military department, as appropriate and consistent with applicable law, shall order as many units or members of the Ready Reserve to active duty as the Secretary concerned, in the Secretary’s discretion, determines to be appropriate to assist and support the activities of the Secretary of Homeland Security at the southern border.
Sec. 2. The Secretary of Defense, the Secretary of the Interior, the Secretary of Homeland Security, and, subject to the discretion of the Secretary of Defense, the Secretaries of the military departments, shall take all appropriate actions, consistent with applicable law, to use or support the use of the authorities herein invoked, including, if necessary, the transfer and acceptance of jurisdiction over border lands.
Sec. 3. This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
IN WITNESS WHEREOF, I have hereunto set my hand this fifteenth day of February, in the year of our Lord two thousand nineteen, and of the Independence of the United States of America the two hundred and forty-third.
LOVE is not about immoral value as unconscious sex, sacrificing children, belittling women, destroying the creation,+ accumulating wealth, prestige, intellectuality, titles, or degrees.
Love is the life that beats in every ATOM as it beats in every sun.
Love is infinity tenderness.
GOD as LOVE is found in the HEART-TEMPLE.
Love cannot be defined because it is the DIVINE MOTHER OF THE WORLD.
LOVE is felt in the depths of the heart. It is a delightful living experience. It is a fire which consumes, a divine wine, a rapture for those who drink of it.
Love is a letter, a flower, a kiss that give rise in the depths of the soul to tremendous intimate restlessness, exotic ecstasy, and ineffable sensuality.
In order for true Love to exist, the man and woman must adore each other in all of the seven GREAT COSMIC PLANES.
Love is honoring the creation.
Love is the highest Religion.
