In my last article, I reviewed the case of Gough Whitlam’s firing at the hands of the Queen’s Governor General Sir John Kerr during a dark day in November 1975 which mis-shaped the next 45 years of Australian history. Today I would like to tackle another chapter of the story.

I used to believe as many do, in a story called “the American Empire”. Over the last decade of research, that belief has changed a bit. The more I looked at the top down levers of world influence shaping past and present events that altered history, the hand of British Intelligence just kept slapping me squarely in the face at nearly every turn.

Who controlled the dodgy Steele dossier that put Russiagate into motion and nearly overthrew President Trump? British Intelligence.

How about the intelligence used to justify the bombing of Iraq? That was British Intelligence too.

How about the Clash of Civilizations strategy used to blow up the middle east over decades? That just so happened to be British Intelligence’s own Sir Bernard Lewis.

How about the CFR takeover over of American foreign policy during the 20th century? That is the British Roundtable Movement in America(created as Britain’s Chatham House in America in 1921).

Who did Kissinger brag that he briefed more than his own State Department at a May 10, 1981 Chatham House seminar? The British Foreign Office (1).

How about William Yandall Elliot who trained a generation of neocon strategists who took over American foreign policy after the murder of JFK? Well, he was a Rhodes Scholar and we know what they are zombified to do.

How about the financial empire running the world drug trade? Well HSBC is the proven leading agency of that game and the British Caymen islands is the known center of world offshore drug money laundering.

Who ushered in the Cold War? Churchill.

Where did the nouveaux riche oligarchs go after Putin kicked them out of Russia? Back to their handlers in London.

What about the creation of ‘too big to fail’ banks that took over the world over the past decades? That was launched by the City of London’s Big Bang of 1986

Who created Saudi Arabia and the state of Israel in the 20th century (as well as both nations’ intelligence agencies?) The British.

What was the nature of the Deep State that Presidents Lincoln, Garfield, McKinley, Harding, FDR, and JFK combatted within their own nations?

What the heck was the American Revolution all about in the first place?

I could go on, but I think you get my point.

The Disrupted Post-WWII Potential

Franklin Roosevelt described his deep understanding of British operations in America, telling his son in 1943:

“You know, any number of times the men in the State Department have tried to conceal messages to me, delay them, hold them up somehow, just because some of those career diplomats over there aren’t in accord with what they know I think. They should be working for Winston. As a matter of fact, a lot of the time, they are [working for Churchill]. Stop to think of ’em: any number of ’em are convinced that the way for America to conduct its foreign policy is to find out what the British are doing and then copy that!” I was told… six years ago, to clean out that State Department. It’s like the British Foreign Office….”

Where the British Empire certainly adapted to the unstoppable post-WWII demands for political independence among its colonies, it is vital to keep in mind that no empire willfully dissolves or “gives its slaves freedom” without a higher evil agenda in mind. Freedom is fought for and not given by empires which never had a reason to seek humility or enlightenment required for freedom to be granted.

In the case of the post-war world, the deliverance of political freedom among colonies of the “former British Empire” was never accompanied by an ounce of economic freedom to give that liberation any meaning. Although it took a few years to iron out America’s anti-colonial impulses over the deaths of such figures as JFK, Malcolm X, MLK and RFK, eventually the rebellious republic was slowly converted into a dumb giant on behalf of the “British brains” controlling America’s Deep State from across the ocean.

The Case of Africa and the Crown Agents

Take the case of Africa as a quick example: Over 70% of the mineral control of African raw materials, mining, and refining are run by companies based in Britain or Commonwealth nations like Canada, South Africa or Australia managed by an international infrastructure of managers called “Crown Agents Ltd” (founded in 1833 as the administrative arm of the Empire and which still runs much of Africa’s health, and economic development policies to this day).

Crown Agents was originally set up as a non-profit with the mandate to manage British Empire holdings in Asia and Africa and its charter recognizes it as “an emanation of the Crown”. While it is “close to the monarchy” it is still outside governmental structures affording it the ability to get its hands dirtier than other “official” branches of government (resulting in the occasional case of World Bank debarment as happened in 2011).

In 1996 Crown Agents was privatized as ‘Crown Agents for Overseas Government and Administration’ where it became active in Central and Eastern Europe with its greatest focus on Ukraine’s economic, energy and health management. The agency is partnered with the World Bank, UN and Bill and Melinda Gates Foundation and acts as a giant holding company with one shareholder called the Crown Agents Foundation based in Southwark London.

A big part of Crown Agents’ program is designed to embed Africawith “green energy grids” as part of the anti-BRI OSOWOG Plan(surnamed “Sun Never Sets Plan”) announced by Modi in 2018.

As outlined in the 2016 report New Colonialism: Britain’s Scramble for African Energy and Mineral Resources:

“101 companies listed on the London Stock Exchange (LSE) — most of them British — have mining operations in 37 sub-Saharan African countries. They collectively control over $1 trillion worth of Africa’s most valuable resources. The UK government has used its power and influence to ensure that British mining companies have access to Africa’s raw materials. This was the case during the colonial period and is still the case today.”

As we can see by this most summary overview of the modern imperial looting operations of Africa, the spirit of Cecil Rhodes is alive and well. This will take on an additional meaning as we look at another aspect of Rhodes’ powerful legacy in the 20th century.

The British Takeover of American Intelligence

Although many falsely believe that Britain was replaced with an American Empire after WWII, the sad truth on closer inspection is that British assets embedded in America’s early deep state (often Rhodes Scholars and Fabian Society assets tied to the Council on Foreign Relations/Chatham House of America) were behind a purge of leaders loyal to FDR’s vision for the post-colonial world. These purges resulted in the dismantling of the OSS months after FDR died, and the formation of the CIA in 1947 as a new weapon to carry out coups, assassinations and subversions of leaders within America and abroad seeking economic independence from the British Empire. This history was outlined brilliantly by Cynthia Chung in her paper Secret Wars, Forgotten Betrayals, Global Tyranny: Who is Really in Charge of the U.S. Military.

The Five Eyes grew out of these British imperial operations which essentially followed the mandate set out by Cecil Rhodes in his 7th Willcalling for a new global British Empire and recapturing of the lost colony. In his will, Rhodes asks:

“Why should we not form a secret society with but one object the furtherance of the British Empire and the bringing of the whole uncivilised world under British rule, for the recovery of the United States, and for the making the Anglo-Saxon race but one Empire…”

Later on in his will Rhodes stated: “Let us form the same kind of society, a Church for the extension of the British Empire. A society which should have its members in every part of the British Empire working with one object and one idea we should have its members placed at our universities and our schools and should watch the English youth passing through their hands just one perhaps in every thousand would have the mind and feelings for such an object, he should be tried in every way, he should be tested whether he is endurant, possessed of eloquence, disregardful of the petty details of life, and if found to be such, then elected and bound by oath to serve for the rest of his life in his Country. He should then be supported if without means by the Society and sent to that part of the Empire where it was felt he was needed.”

Among the four Anglo-Saxon members of the Five Eyes that have the Queen as the official head of state (Britain, Canada, Australia and New Zealand), all feature irrational forms of government structured entirely around Deep State principles organized within two opposing forms of social organizing: democratic and oligarchical… with the true seat of power being oligarchical.

Because this peculiar self-contradictory form of government is so little understood today, and because its structure has made Britain’s globally extended empire so successful, a few words should be devoted to it now.

A House Divided Against Itself…

In the case of Westminster-modelled Parliamentary systems, Senates represent the House of Lords, while Houses of Commons (for the Commoners) represent the elected parts of government. A prime minister selected by the governing party is assumed to be that nation’s leader, but unlike republican forms of government, instead of the “buck stopping there” (at least legally speaking), it is precisely there that the true sphere of power only begins to be felt.

Here parliamentary/quasi-democratic systems projected for public consumption find themselves enshrined within a much more shadowy and Byzantine world of Governor Generals (acting as the heads of state) who give Royal Assents to all acts and wielding the infinite prerogative powers of the Queen (aka: the “Fount of All Honors”). In the British Imperial system, hereditary power is seen as the source of all authority for all aspects of government, military, and economic- whereas in republican forms of government that authority is seen as deriving from the consent of the governed.

Where rights are “granted by the sovereign” within hereditary governments, republican forms of government recognize correctly that rights are fundamentally “inalienable” to humanity (in principle though not always in practice as the troubled history of America can attest).

By being essentially the legal “cause” of all authority among every branch of the British official and unofficial corridors of power, an obvious absurdity strikes which the empire would prefer plebs not think too seriously about: The queen and her heirs cannot themselves be UNDER any law, since they “cause” the law. This means that the queen, her heirs and anyone whom she delegates authority to literally have “licenses to kill”. The queen cannot be taken to court and she has no need of a passport or even a drivers’ license… since these items are issued by her crown’s authority alone. Within the logic of British legal systems, she cannot be held legally accountable for anything which the Crown has done to anyone or any nation of the world.

Although much effort goes into portraying the Crown’s prerogative powers as merely symbolic, they cover nearly every branch of governance and have occasionally been used… although those British spheres of influence where they most apply are usually so self-regulating that they require very little input from such external influence to keep them in line.

These powers were first revealed publicly in 2003 and in an article titled ‘Mystery Lifted on the Prerogative Powers’, the London Guardian noted that these powers include (but are not limited to):

“Domestic Affair, the appointment and dismissal of ministers, the summoning, prorogation and dissolution of Parliament, Royal assent to bills, the appointment and regulation of the civil service, the commissioning of officers in the armed forces, directing the disposition of the armed forces in the UK (and other Commonwealth nations), appointment of Queen’s Counsel, Issue and withdrawal of passports, Prerogative of mercy. (Used to apply in capital punishment cases. Still used, eg to remedy errors in sentence calculation), granting honours, creation of corporations by Charter, foreign Affairs, the making of treaties, declaration of war, deployment of armed forces overseas, recognition of foreign states, and accreditation and reception of diplomats.”

When a 2009 bill was introduced into parliament proposing that these powers be limited, a Privy Council-led Justice Ministry review concluded that such limitations would ‘”dangerously weaken” the state’s ability to respond to a crisis’ and the bill was promptly killed.

Acting on Provincial levels, we find Lieutenant Governors who (in Canada) happen to be members of the Freemasonic Knights of St John of Jerusalem (patronized by the Queen herself).

All figures operating with these authorities within this strange Byzantine world are themselves a part of, or beholden to figures sworn into the Queen’s Privy Council- putting their allegiance under the total authority of the Queen and her heirs, rather than the people or nation in which that subject serves and lives. If this is hard to believe, then take the time to listen to Canadian Prime Minister Justin Trudeau’s oath upon entering the Privy Council to get a visceral taste of this medieval policy in action (every cabinet member, Prime Minister and opposition leader must take this oath if they are to be granted intelligence briefings from her majesty’s intelligence services.)

Take note that not even once does the welfare of the people or the nation arise in this oath.

Standing Defiant Against Natural Law

Despite these un-natural power structures, history has shown that from time to time, good leaders have found themselves in executive positions of high office. As rare as they are, such anomalies occurred in the cases of Canada’s Prime Ministers Wilfrid Laurier (1896-1911) and John Diefenbaker (1957-1963), Quebec Premiers Paul Sauvé (1959), Daniel Johnson Senior (1967-68), and Australia’s Gough Whitlam (1972-1975). Yet when these anomalies arise and such figures trespass beyond their acceptable sphere of action into policy territories reserved only for the governing elite, then more often then not a Rhodes Scholar-run coup occurs [Laurier 1911 (2), Diefenbaker 1963], an untimely death strikes [Sauvé 1959 and Johnson 1968] or a sacking by the Queen’s Governor General happens [Whitlam 1975].

In all aforementioned cases, Democratic institutions that are premised around the concept that all citizens are made equal and free in the image of a creator are never long tolerated within the cage of a system of oligarchism premised upon the belief that only one person is sovereign and her/his word is absolute law for all slaves, and minions of the ruling bloodline.

As Gough Whitlam discovered in 1975, the real British Empire is a nasty beast, and probably one which should have gone extinct a couple of centuries ago. Unfortunately, until this moment, history has been tainted by more than a few disruptions of progressive leaders who sacrificed their comfort, careers, and often their lives to resist this stubborn parasite which would rather suck its host dry than admit that the system of organization upon which it is based is an abomination to natural law and morality.

The International Dimensions of 1776 and How an Age of Reason Was Subverted

This July 4^th, a larger-than-usual shadow is cast upon America which has come face-to-face with some serious historic reckonings. While the existence of an oligarchy and international “deep state” should not be ignored as a political force of history- arranging wars, assassinations and promoting economic enslavement of people and nations throughout the centuries, the guilt cannot entirely be placed on this apparatus. As Shakespeare’s Cassius once said to Brutus “our fate… is not in our stars, but in ourselves, that we are underlings.”

The mob which Shakespeare mocked as a mindless instrument of tyrants in his play Julius Caesar, has again been deployed in America where George Soros’ funding has turned this social-justice beast against the very republic itself (ironically under the banner of Freedom from Tyranny” of course).

Instead of hearing calls to save America, break up the Wall Street banks or return America back to its anti-colonial heritage, today we hear only calls for tearing down monuments, and to undo the Constitution as a fraud wrapped in a lie built upon hypocrisy and white privilege with no redeeming value anywhere to be found.

I’d like to take this brief moment to do something a tad unpopular by honoring the positive traditions of the too-often forgotten America whose Father of Founding Fathers Benjamin Franklin, shaped not merely a revolution of 13 independent-minded colonies against the British Empire, but rather a global movement stretching from France, Russia, Poland, Ireland, Prussia, India and Africa!

Without this international array of republican-minded patriots across cultures, religions and continents, then the revolution of 1776 that established on this earth for the first time a system of government founded upon the Consent of the Governed and for the protection of inalienable rights would never have succeeded.

America’s Revolution as an International Affair

As I laid out in my last paper “Why Canada Failed the Ben Franklin Challenge of 1776”, Franklin’s sad return to the Continental Congress in New York from Quebec in May, 1776 was one of the few defeats suffered by the statesman. Franklin’s decades of work to bring the French Colony of Quebec into the independence movement was sabotaged by 1) the slavish illiteracy rampant among the peasants of the feudal system inherited from France, and 2) the rampant corruption of the Catholic clergy elite which signed a devil’s pact with the British Empire to keep the peasants locked into the empire. These factors would play into the collapse of the French Revolution in 1789 as we will see shortly.

One month after this failed effort, a four-man committee led by Franklin drafted the Declaration of Independence on July 2^nd and made public on July 4^th proclaiming:

“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. — That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, — That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.”

Although a slave owning degenerate named Thomas Jefferson is sadly given sole credit for this document (fueling the argument of those proclaiming America to be a nation built on hypocrisy), the fact is that the great abolitionist Ben Franklin guided the writing of this document from start to finish. Over 40 corrections to Jefferson’s drafts were made by the old statesman including the erasure of Jefferson’s desired wording of “property” derived from his love of John Locke for the higher Leibnizian idea of “happiness” preferred by Franklin.

Franklin had already fought to unite the colonies for over twenty years beginning with his 1754 Plan of Union at the outset of the French-Indian War adopted by the Albany Congress, but rejected by the individual colonies who were always kept divided amongst themselves. Franklin’s “Join or Die” cartoon had its origins not in 1776, but actually during the battle of 1754 and it was an open secret that the British Elite of the 18^th century collaborated closely with French oligarchical families to keep the troublesome colonialists subjugated, and underdeveloped as part of the “balance of power” game of empire.

After Franklin’s July 4, 1776 success, he knew that America’s fate hinged upon his ability to engage the international network of statesmen, and scientists whom he had organized over the course of 40 years and especially since his 1752 discovery of electricity made him an international sensation earning him the title “Prometheus of America” and immortalized in the painting by Benjamin West.

This post-1776 phase of his plan took him to France where he was made America’s ambassador in Paris. It was here, that Franklin arranged the French-American Treaty of Alliance of 1778 that turned the tide of the revolution towards the American cause which had zero chance of success before this moment.

Franklin had already organized his allies in Prussia where Friedrich the Great voiced open support for the cause and the great military strategist Wilhelm von Steuben became the Inspector General of the Continental Army providing military drills and modern military techniques to the undisciplined “citizen soldiers” of the USA. The republican Polish military engineer and colonel Tadeusz Kosciuszko served as Brigadier-General in the Continental Army and the young Marquis Lafayette who arrived illegally in America along with other French troops before the 1778 alliance treaty, made invaluable contributions to the cause. Over twenty generals of the Continental Congress were Irishmen, and many led the later efforts to create an Irish revolution in 1798-99.

In his ambassadorial station in France, Franklin met many members of the European intelligentsia- including key Russian figures. Among them included a young woman named Ekaterina Dashkova– the younger sister of Catherine the Great and president of the Russian Academy of Sciences who became friends with the elder scientist and was soon inducted into Franklin’s Philosophical Society (becoming the society’s first woman and first Russian). In turn, Dashkova made Franklin the first American member of the Russian Academy of Sciences in 1781. It was through these connections that Franklin played a leading role in organizing the League of Armed Neutrality under the helm of Catherine the Great which ensured that vital supplies and arms would make their way from Europe to America without being blocked by British ships. Within the first 12 months, this League grew to include the Netherlands, Denmark, Sweden, Austria, and Prussia. To this day, Russia’s league created the foundations of Maritime law.

This early alliance sewed the seeds of a larger tradition of U.S.-Russia friendship which saved both nations at existential moments and is outlined brilliantly by American University President Edward Lozansky’s recent July 4^th article.

Franklin’s French networks had deep connections into India as well, which made themselves felt in the French-Indian alliance of 1780 that saw pro-American Muslim leader Hydar Ali lead thousands of Indian soldiers on a march across Western Ghats where they attacked the strategic British Base of Fort St. George near the Port town of Madras. Ali was supported by French troops on land and sea under the command of Admiral Suffren. Hydar Ali had already defeated the British in 1760 and represented a powerful independence force in India that kept British oligarchs up at night (It would still be many years before Britain would gain control of this “Crown Jewel” of the empire). During this conflict, Hydar Ali’s forces innovated rockets which decimated British troops, and forced Britain to re-direct over 20% of their naval fleet from fighting in the Americas- this was a vital boon to the French and American forces a world away. Hydar Ali’s son Tipu Sultan even wrote a message to the Continental Congress in 1781 saying: “every blow that is struck in the cause of American liberty throughout the world, in France, India, and elsewhere and so long as a single insolent savage tyrant remains the struggle shall continue.”

America’s flagship of the Continental fleet was named the Hydar Ali in his honor.

In Morocco, the French were able to arrange an important dialogue between Emperor Sidi Mohammed and American officials which saved American shipping from the ravages of Barbary pirates who ruled the coasts of Africa and the Straits of Gibraltar. During the opening of the war, the British made sure to inform these Barbary pirates of American shipping and used these forces against American ships bound for Europe. Sidi Mohammed agreed to supply protection for America’s ships and guaranteed them safe harbor from the Tunisian and Algerian pirates. Soon the Continental Congress had passed an act which called for Franklin to lead a team of negotiators to work out a deal with Morocco and other North African countries.

Although international political chaos and the constant treachery and intrigue within America during its early years resulted in very little progress on this front, it is noteworthy that Morocco was the first nation in the world to recognize America’s independence on December 20, 1777.

Even though Franklin didn’t appear to have any direct contact with the Chinese during this period (who were busy fending off the British Empire’s lusting dogs of the East India Company who were preparing a new phase of Asiatic expansion), Chinese thought did figure prominently in the thinking of Ben Franklin and Thomas Paine. Franklin had published many writings on Confucius from 1737-1757, which shaped many points of wisdom in the Poor Richards Almanac. Writing to a friend in 1747, Franklin stated “Confucius was my example. I followed Confucius”. As Professor David Wang points out, many of his insights into civil administration and law derived from his studies of China.

While there are many more chapters to this international story, the lesson I wanted readers to come away with is that America was both more than you thought it was and also less than it was meant to be.

According to the intentions of such renaissance men as Franklin, the American cause was never meant to be a “local issue” defined by 13 rebelling colonies, but rather a new age of reason for all mankind.

Kindred spirits across Europe watched in horror as the first European nation to attempt revolution led by Lafayette and other leaders of Franklin’s network (who made the American cause a success) was overthrown by a Jacobin “color revolution”. The noble origins of the June 20, 1789 Tennis Court Oath which kick started the French Revolution were soon lost as a bloodbath (directed by British assets from the Foreign Office) channelled the rage of France’s peasant population against ALL of the elite, corrupt and noble alike, proclaiming “the revolution has no need of scientists”. The sound of the guillotine lopping off the heads of the great revolutionary astronomer/mayor of Paris Jean-Sylvain Bailey and chemist Antoine Lavoisier still resonates as a shame of France. Lafayette only saved his head long enough to end up in an Austrian dungeon for 5 years as punishment for fighting to overthrow hereditary systems and was immortalized in Beethoven’s only opera Fidelio in 1805.

The pro-humanist forces of Europe slowly came undone during the Napoleonic wars which culminated in the 1815 Congress of Vienna and Holy Alliance which re-established “peace” by banning dangerous books, teaching, and art that might awaken revolutionary feelings in the minds and hearts of Europeans. These Orwellian laws were outlined in the Carlsbad decrees of 1819 and ruined more than a few lives of great statesmen and teachers. This story was told in my paper “Kissinger’s Adoration of the 1815 Congress of Vienna”.

During this time, the British Empire came out again as a force of evil preparing a new phase of its global conquest with a crushing of the Hydar Ali spirit in India and a new age of opium wars against China.

In spite of this growing darkness, great poets who dreamed of that better age of reason produced some of the greatest and under-appreciated poetry with Percy Shelley and John Keats leading that movement in Britain, Robbie Burns in Scotland and such figures as Schubert, Heine, Schumann and Beethoven representing this spark in Vienna and Germany. Palmerston-Mazzini’s “Young Europe” anarchist mobs were periodically deployed to disrupt constructive nationalist tendencies throughout this period- laying the groundwork for “color revolutions” of the 20-21^st centuries.

Beethoven’s 1824 Ninth Symphony setting Schiller’s great poem an “Ode to Joy” to music was a celebration of that dreamed-of age of brotherhood and creative reason which Franklin devoted his life to accomplishing and which today’s multipolar alliance has again awoken as a potential alternative to an age of darkness, war and collapse facing humanity in the 21st century.

THE PRESIDENT: Well, thank you very much. And Governor Noem, Secretary Bernhardt — very much appreciate it — members of Congress, distinguished guests, and a very special hello to South Dakota. (Applause.)

As we begin this Fourth of July weekend, the First Lady and I wish each and every one of you a very, very Happy Independence Day. Thank you. (Applause.)

Let us show our appreciation to the South Dakota Army and Air National Guard, and the U.S. Air Force for inspiring us with that magnificent display of American air power — (applause) –and of course, our gratitude, as always, to the legendary and very talented Blue Angels. Thank you very much. (Applause.)

Let us also send our deepest thanks to our wonderful veterans, law enforcement, first responders, and the doctors, nurses, and scientists working tirelessly to kill the virus. They’re working hard. (Applause.) I want to thank them very, very much.

We’re grateful as well to your state’s Congressional delegation: Senators John Thune — John, thank you very much — (applause) — Senator Mike Rounds — (applause) — thank you, Mike — and Dusty Johnson, Congressman. There could be no better place to celebrate America’s independence than beneath this magnificent, incredible, majestic mountain and monument to the greatest Americans who have ever lived.

Today, we pay tribute to the exceptional lives and extraordinary legacies of George Washington, Thomas Jefferson, Abraham Lincoln, and Teddy Roosevelt. (Applause.) I am here as your President to proclaim before the country and before the world: This monument will never be desecrated — (applause) — these heroes will never be defaced,

their legacy will never, ever be destroyed, their achievements will never be forgotten, and Mount Rushmore will stand forever as an eternal tribute to our forefathers and to our freedom. (Applause.)

THE PRESIDENT: We gather tonight to herald the most important day in the history of nations: July 4th, 1776. At those words, every American heart should swell with pride. Every American family should cheer with delight. And every American patriot should be filled with joy, because each of you lives in the most magnificent country in the history of the world, and it will soon be greater than ever before. (Applause.)

Our Founders launched not only a revolution in government, but a revolution in the pursuit of justice, equality, liberty, and prosperity. No nation has done more to advance the human condition than the United States of America. And no people have done more to promote human progress than the citizens of our great nation. (Applause.)

It was all made possible by the courage of 56 patriots who gathered in Philadelphia 244 years ago and signed the Declaration of Independence. (Applause.) They enshrined a divine truth that changed the world forever when they said: “…all men are created equal.”

These immortal words set in motion the unstoppable march of freedom. Our Founders boldly declared that we are all endowed with the same divine rights — given [to] us by our Creator in Heaven. And that which God has given us, we will allow no one, ever, to take away — ever. (Applause.)

Seventeen seventy-six represented the culmination of thousands of years of western civilization and the triumph not only of spirit, but of wisdom, philosophy, and reason.

And yet, as we meet here tonight, there is a growing danger that threatens every blessing our ancestors fought so hard for, struggled, they bled to secure.

Our nation is witnessing a merciless campaign to wipe out our history, defame our heroes, erase our values, and indoctrinate our children.

THE PRESIDENT: Angry mobs are trying to tear down statues of our Founders, deface our most sacred memorials, and unleash a wave of violent crime in our cities. Many of these people have no idea why they are doing this, but some know exactly what they are doing. They think the American people are weak and soft and submissive. But no, the American people are strong and proud, and they will not allow our country, and all of its values, history, and culture, to be taken from them. (Applause.)

AUDIENCE: USA! USA! USA!

THE PRESIDENT: One of their political weapons is “Cancel Culture” — driving people from their jobs, shaming dissenters, and demanding total submission from anyone who disagrees. This is the very definition of totalitarianism, and it is completely alien to our culture and our values, and it has absolutely no place in the United States of America. (Applause.) This attack on our liberty, our magnificent liberty, must be stopped, and it will be stopped very quickly. We will expose this dangerous movement, protect our nation’s children, end this radical assault, and preserve our beloved American way of life. (Applause.)

In our schools, our newsrooms, even our corporate boardrooms, there is a new far-left fascism that demands absolute allegiance. If you do not speak its language, perform its rituals, recite its mantras, and follow its commandments, then you will be censored, banished, blacklisted, persecuted, and punished. It’s not going to happen to

Make no mistake: this left-wing cultural revolution is designed to overthrow the American Revolution. In so doing, they would destroy the very civilization that rescued billions from poverty, disease, violence, and hunger, and that lifted humanity to new heights of achievement, discovery, and progress.

To make this possible, they are determined to tear down every statue, symbol, and memory of our national heritage.

AUDIENCE MEMBER: Not on my watch! (Applause.)

THE PRESIDENT: True. That’s very true, actually. (Laughter.) That is why I am deploying federal law enforcement to protect our monuments, arrest the rioters, and prosecute offenders to the fullest extent of the law. (Applause.)

AUDIENCE: Four more years! Four more years! Four more years!

THE PRESIDENT: I am pleased to report that yesterday, federal agents arrested the suspected ringleader of the attack on the statue of Andrew Jackson in Washington, D.C. — (applause) — and, in addition, hundreds more have been arrested. (Applause.)

Under the executive order I signed last week — pertaining to the Veterans’ Memorial Preservation and Recognition Act and other laws — people who damage or deface federal statues or monuments will get a minimum of 10 years in prison. (Applause.) And obviously, that includes our beautiful Mount Rushmore. (Applause.)

Our people have a great memory. They will never forget the destruction of statues and monuments to George Washington, Abraham Lincoln, Ulysses S. Grant, abolitionists, and many others.

The violent mayhem we have seen in the streets of cities that are run by liberal Democrats, in every case, is the predictable result of years of extreme indoctrination and bias in education, journalism, and other cultural institutions.

Against every law of society and nature, our children are taught in school to hate their own country, and to believe that the men and women who built it were not heroes, but that were villains. The radical view of American history is a web of lies — all perspective is removed, every virtue is obscured, every motive is twisted, every fact is distorted, and every flaw is magnified until the history is purged and the record is disfigured beyond all recognition.

This movement is openly attacking the legacies of every person on Mount Rushmore. They defile the memory of Washington, Jefferson, Lincoln, and Roosevelt. Today, we will set history and history’s record straight. (Applause.)

Before these figures were immortalized in stone, they were American giants in full flesh and blood, gallant men whose intrepid deeds unleashed the greatest leap of human advancement the world has ever known. Tonight, I will tell you and, most importantly, the youth of our nation, the true stories of these great, great men.

From head to toe, George Washington represented the strength, grace, and dignity of the American people. From a small volunteer force of citizen farmers, he created the Continental Army out of nothing and rallied them to stand against the most powerful military on Earth.

Through eight long years, through the brutal winter at Valley Forge, through setback after setback on the field of battle, he led those patriots to ultimate triumph. When the Army had dwindled to a few thousand men at Christmas of 1776, when defeat seemed absolutely certain, he took what remained of his forces on a daring nighttime crossing of the Delaware River.

They marched through nine miles of frigid darkness, many without boots on their feet, leaving a trail of blood in the snow. In the morning, they seized victory at Trenton. After forcing the surrender of the most powerful empire on the planet at Yorktown, General Washington did not claim power, but simply returned to Mount Vernon as a private citizen.

When called upon again, he presided over the Constitutional Convention in Philadelphia, and was unanimously elected our first President. (Applause.) When he stepped down after two terms, his former adversary King George called him “the greatest man of the age.” He remains first in our hearts to this day. For as long as Americans love this land, we will honor and cherish the father of our country, George

Washington. (Applause.) He will never be removed, abolished, and most of all, he will never be forgotten. (Applause.)

Thomas Jefferson — the great Thomas Jefferson — was 33 years old when he traveled north to Pennsylvania and brilliantly authored one of the greatest treasures of human history, the Declaration of Independence. He also drafted Virginia’s constitution, and conceived and wrote the Virginia Statute for Religious Freedom, a model for our cherished First Amendment.

After serving as the first Secretary of State, and then Vice President, he was elected to the Presidency. He ordered American warriors to crush the Barbary pirates, he doubled the size of our nation with the Louisiana Purchase, and he sent the famous explorers Lewis and Clark into the west on a daring expedition to the Pacific Ocean.

He was an architect, an inventor, a diplomat, a scholar, the founder of one of the world’s great universities, and an ardent defender of liberty. Americans will forever admire the author of American freedom, Thomas Jefferson. (Applause.) And he, too, will never, ever be abandoned by us. (Applause.)

Abraham Lincoln, the savior of our union, was a self-taught country lawyer who grew up in a log cabin on the American frontier.

The first Republican President, he rose to high office from obscurity, based on a force and clarity of his anti-slavery convictions. Very, very strong convictions.

He signed the law that built the Transcontinental Railroad; he signed the Homestead Act, given to some incredible scholars — as simply defined, ordinary citizens free land to settle anywhere in the American West; and he led the country through the darkest hours of American history, giving every ounce of strength that he had to ensure that government of the people, by the people, and for the people did not perish from this Earth. (Applause.)

He served as Commander-in-Chief of the U.S. Armed Forces during our bloodiest war, the struggle that saved our union and extinguished the evil of slavery. Over 600,000 died in that war; more than 20,000 were killed or wounded in a single day at Antietam. At Gettysburg, 157 years ago, the Union bravely withstood an assault of nearly 15,000 men and threw back Pickett’s charge.

Lincoln won the Civil War; he issued the Emancipation Proclamation; he led the passage of the 13th Amendment, abolishing slavery for all time — (applause) — and ultimately, his determination to preserve our nation and our union cost him his life. For as long as we live, Americans will uphold and revere the immortal memory of President Abraham Lincoln. (Applause.)

Theodore Roosevelt exemplified the unbridled confidence of our national culture and identity. He saw the towering grandeur of America’s mission in the world and he pursued it with overwhelming energy and zeal.

As a Lieutenant Colonel during the Spanish-American War, he led the famous Rough Riders to defeat the enemy at San Juan Hill. He cleaned up corruption as Police Commissioner of New York City, then served as the Governor of New York, Vice President, and at 42 years old, became the youngest-ever President of the United States. (Applause.)

He sent our great new naval fleet around the globe to announce America’s arrival as a world power. He gave us many of our national parks, including the Grand Canyon; he oversaw the construction of the awe-inspiring Panama Canal; and he is the only person ever awarded both the Nobel Peace Prize and the Congressional Medal of Honor. He was — (applause) — American freedom personified in full. The American people will never relinquish the bold, beautiful, and untamed spirit of Theodore Roosevelt. (Applause.)

No movement that seeks to dismantle these treasured American legacies can possibly have a love of America at its heart. Can’t have it. No person who remains quiet at the destruction of this resplendent heritage can possibly lead us to a better future.

The radical ideology attacking our country advances under the banner of social justice. But in truth, it would demolish both justice and society. It would transform justice into an instrument of division and vengeance, and it would turn our free and inclusive society into a place of repression, domination, and exclusion.

They want to silence us, but we will not be silenced. (Applause.)

We will state the truth in full, without apology: We declare that the United States of America is the most just and exceptional nation ever to exist on Earth.

We are proud of the fact — (applause) — that our country was founded on Judeo- Christian principles, and we understand — (applause) — that these values have dramatically advanced the cause of peace and justice throughout the world.

We know that the American family is the bedrock of American life. (Applause.)

We recognize the solemn right and moral duty of every nation to secure its borders. (Applause.) And we are building the wall. (Applause.)

We remember that governments exist to protect the safety and happiness of their own people. A nation must care for its own citizens first. We must take care of America first. It’s time. (Applause.)

This is who we are. This is what we believe. And these are the values that will guide us as we strive to build an even better and greater future.

Those who seek to erase our heritage want Americans to forget our pride and our great dignity, so that we can no longer understand ourselves or America’s destiny. In toppling the heroes of 1776, they seek to dissolve the bonds of love and loyalty that we feel for our country, and that we feel for each other. Their goal is not a better America, their goal is the end of America.

THE PRESIDENT: In its place, they want power for themselves. But just as patriots did in centuries past, the American people will stand in their way — and we will win, and win quickly and with great dignity. (Applause.)

We will never let them rip America’s heroes from our monuments, or from our hearts. By tearing down Washington and Jefferson, these radicals would tear down the very heritage for which men gave their lives to win the Civil War; they would erase the memory that inspired those soldiers to go to their deaths, singing these words of the Battle Hymn of the Republic: “As He died to make men Holy, let us die to make men free, while God is marching on.” (Applause.)

They would tear down the principles that propelled the abolition of slavery in America and, ultimately, around the world, ending an evil institution that had plagued humanity for thousands and thousands of years. Our opponents would tear apart the very documents that Martin Luther King used to express his dream, and the ideas that were the foundation of the righteous movement for Civil Rights. They would tear down the beliefs, culture, and identity that have made America the most vibrant and tolerant society in the history of the Earth.

My fellow Americans, it is time to speak up loudly and strongly and powerfully and defend the integrity of our country. (Applause.)

AUDIENCE: USA! USA! USA!

THE PRESIDENT: It is time for our politicians to summon the bravery and determination of our American ancestors. It is time. (Applause.) It is time to plant our flag and protect the greatest of this nation, for citizens of every race, in every city, and every part of this glorious land. For the sake of our honor, for the sake of our children, for the sake of our union, we must protect and preserve our history, our heritage, and our great heroes. (Applause.)

Here tonight, before the eyes of our forefathers, Americans declare again, as we did 244 years ago: that we will not be tyrannized, we will not be demeaned, and we will not be intimidated by bad, evil people. It will not happen. (Applause.)

THE PRESIDENT: We will proclaim the ideals of the Declaration of Independence, and we will never surrender the spirit and the courage and the cause of July 4th, 1776.

Upon this ground, we will stand firm and unwavering. In the face of lies meant to divide us, demoralize us, and diminish us, we will show that the story of America unites us, inspires us, includes us all, and makes everyone free.

We must demand that our children are taught once again to see America as did Reverend Martin Luther King, when he said that the Founders had signed “a promissory note” to every future generation. Dr. King saw that the mission of justice required us to fully embrace our founding ideals. Those ideals are so important to us — the founding

ideals. He called on his fellow citizens not to rip down their heritage, but to live up to their heritage. (Applause.)

Above all, our children, from every community, must be taught that to be American is to inherit the spirit of the most adventurous and confident people ever to walk the face of the Earth.

Americans are the people who pursued our Manifest Destiny across the ocean, into the uncharted wilderness, over the tallest mountains, and then into the skies and even into the stars.

We are the country of Andrew Jackson, Ulysses S. Grant, and Frederick Douglass. We are the land of Wild Bill Hickock and Buffalo Bill Cody. (Applause.) We are the nation that gave rise to the Wright Brothers, the Tuskegee Airmen — (applause) — Harriet Tubman, Clara Barton, Jesse Owens, George Patton — General George Patton — the great Louie Armstrong, Alan Shepard, Elvis Presley, and Mohammad

Ali. (Applause.) And only America could have produced them all. (Applause.) No other place.

We are the culture that put up the Hoover Dam, laid down the highways, and sculpted the skyline of Manhattan. We are the people who dreamed a spectacular dream — it was called: Las Vegas, in the Nevada desert; who built up Miami from the Florida marsh; and who carved our heroes into the face of Mount Rushmore. (Applause.)

Americans harnessed electricity, split the atom, and gave the world the telephone and the Internet. We settled the Wild West, won two World Wars, landed American astronauts on the Moon — and one day very soon, we will plant our flag on Mars.

We gave the world the poetry of Walt Whitman, the stories of Mark Twain, the songs of Irving Berlin, the voice of Ella Fitzgerald, the style of Frank Sinatra — (applause) — the comedy of Bob Hope, the power of the Saturn V rocket, the toughness of the Ford F-150 — (applause) — and the awesome might of the American aircraft carriers.

Americans must never lose sight of this miraculous story. You should never lose sight of it, because nobody has ever done it like we have done it. So today, under the authority vested in me as President of the United States — (applause) — I am announcing the creation of a new monument to the giants of our past. I am signing an executive order to establish the National Garden of American Heroes, a vast outdoor park that will feature the statues of the greatest Americans to ever live. (Applause.)

From this night and from this magnificent place, let us go forward united in our purpose and re-dedicated in our resolve. We will raise the next generation of American patriots. We will write the next thrilling chapter of the American adventure. And we will teach our children to know that they live in a land of legends, that nothing can stop them, and that no one can hold them down. (Applause.) They will know that in America, you can do anything, you can be anything, and together, we can achieve anything. (Applause.)

Uplifted by the titans of Mount Rushmore, we will find unity that no one expected; we will make strides that no one thought possible. This country will be everything that our citizens have hoped for, for so many years, and that our enemies fear — because we will never forget that American freedom exists for American greatness. Centuries from now, our legacy will be the cities we built, the champions we forged, the good we did, and the monuments we created to inspire us all.

Trump Taunts China as “Forgotten Crisis” and “Wolf Warriors” Reignite World War III Fears

A gravely concerning new Security Council (SC) report circulating in the Kremlin today states that just hours prior to Communist Chinese President Xi Jinping signing a new security law to strip Hong Kong and its peoples of all freedom earlier this morning, President Donald Trump ordered the US Army to release an “ultra rare video” showing its elite 1^st Special Forces Group Green Beret troops in Taiwan training for combat alongside the equally elite Taiwanese Army 101st Amphibious Reconnaissance Battalion Special Operations Unit—a video meant to taunt and enrage the “Wolf Warriors” in Communist China that claim Taiwan as their sovereign territory, and about whom the entire media establishment in India is now predicting are about to start World War III—an apocalyptic prediction that now sees India rushing to its border with Communist China its “Quick Reaction” anti-air missiles—while in the United States, both Republican Party US Senator John Cornyn and Democrat Party US Senator Mark Warner, the co-chairs of the powerful United States Senate India Caucus, have introduced an emergency bill to strengthen US-India defence ties—and at the same time, sees the United States, Israel, France and Russia being among the free nations of the world all rushing emergency shipments of weapons and ammunition to India—all of which has reawakened the world to the “Forgotten Crisis” of 1962 that’s now been reignited—but this time around sees both India and Communist China being nuclear armed super powers. According to this report, 1962 was one of the most dangerous years ever faced by humanity when the United States and the former Soviet Union faced off against each other in what is now known as the October Crisis of 1962 that brought our world to the very brink of a nuclear holocaust—more commonly known in America as the Cuban Missile Crisis—but during which also occurred the “Forgotten Crisis” caused by Communist China exploiting what was occurring between the US and Soviets, and using its distraction to invade the world’s largest free democracy India—a lighting strike by Communist China that routed Indian military forces and saw these communists taking over 15,000 square miles of India’s territory, which they’ve kept ever since—that left Indian Prime Minister Jawaharlal Nehru with no choice but to ask for help from Washington and London—a desperate plea heard by President John F. With President Trump being proclaimed as the best friend India has ever had among all American leaders, this report details, his “true friend” Indian Prime Minister Narendra Damodardas Modi has no doubts at all that if asked, President Trump would send him all of the US troops, aircraft and supplies India would need to fight back and win against Communist China—a fact known to the Communist Chinese, who’ve now begun a massive propaganda campaign against President Trump to keep him from doing so—a propaganda campaign being waged against President Trump by his own nation’s leftist mainstream media, to include the New York Times and Washington Post, all of whom the United States Department of Justice has just shockingly exposed are being paid tens-of-millions of dollars by the Chinese Communist Party.

And to distract the American people from what Communist China is doing, this report notes, they are attempting to recreate 1962 and this time make Russia the bogeyman—and whose Communist Chinese propaganda distraction plot sees these leftists hysterically claiming without any proof whatsoever that Russia placed bounties on the lives of USsoliders in Afghanistan—propaganda lies so absurd even the Pentagon issued a statement yesterday forcefully declaring: “To date, the DoD has no corroborating evidence to validate the recent allegations found in open-source reports”—sees no one in the leftist American mainstream propaganda media bothering to try to explain why Russia would even want to kill US soliders in Afghanistanwho are already preparing to leave—nor will they even report on the Taliban saying about these propaganda lies: “We have heard these reports and they are false and baseless…we neither sought nor received any aid from any country or intelligence agency in 19 years of war”—though for low-intelligence Americans, truth, facts and reality never matter anyway, as only the daily lies served up to them by their leftist propaganda masters is what counts—and who reason that if everyone is saying the same thing, it must be true.

So fearful have these Communist Chinese-aligned forces become should the American people even come close to discovering the truth about what is really happening, this report concludes, yesterday a socialist mob descended on the home of Amazon CEO Jeff Bezos and erected a guillotine in front of it—the same Jeff Bezoswho’s the richest man in the world, and owns the world’s largest video streaming service Twitch—and immediately after Jeff Bezossaw the guillotine being erected in front of his home, saw him ordering Twitch to suspend the account of President Trump—that was followed an hour later by the social messaging site Reddit—who’s funded by the nearly $3-billion given to it by Communist Chinese tech giant Tencent—banning from its service the President Trump message board and its more than 790,000 subscribers—that was followed an hour later by the leftist social messaging giant Twitterrestricting the account of the powerful attorney Sidney Powell, who just freed General Michael Flynn from socialist persecution—and the hour after that then saw the leftist search giant Google ordering its YouTube video service to ban conservative Stefan Molyneux and his largest philosophy show online with hundreds-of-millions of views—all of which became too much for the conservative counterpart to Twitter called the Parler Free Speech Network, that aside from gaining hundreds-of-thousands of Trump supporters this past week, is now throwing off of its site crazed and demonic leftists—and in retaliation against Reddit, now sees The Donald social messaging site having just been created to counter Chinese Communist and leftist American mainstream media lies, too—but all of which is occurring at the same time yet another new flu virus is emerging in Communist China that has a “potential pandemic” outcome—thus showing that not only is this war for the fate of humanity far from being over, it is, in fact, just beginning.

US Supreme Court Hands 2020 Election to Trump—Top Democrats Says “We May all be Moving to Canada Soon”

An insightful new Ministry of Foreign Affairs (MoFA) report circulating in the Kremlin today examining the six major rulings handed down over the past two weeks by the United States Supreme Court, says first to note about these high court decisions was the leftist American propaganda mainstream media celebrating what they called wins for socialists, while at the same time they censored from view those supporting President Trump and the rule of law—with the decision most being celebrated by these leftist-socialist forces this high-court striking down a Louisiana law restricting abortions—a heavy loss for anti-abortion activists that saw Chief Justice John Roberts joining with liberal justices in this 5-4 ruling, while President Trump appointed justices Gorsuch and Kavanaughjoined the losing side—which proves Trump appointed justices will side with life over death—shows that Trump just needs one more justice to end abortion forever—and is the main reason Christianpeoples overwhelmingly voted for him the first place, and will do again this year in even stronger numbers—numbers that will now include large numbers of black American people, a larger share of whom than whites say they are Christian—and today are black Americans rising up in horror on social media after a beyond shocking court video was released yesterday showing Planned Parenthood and abortion industry officials giving sworn testimony describing how babies born alive with beating hearts in their facilities are then harvested for organs—is a Planned Parenthood baby killing organization founded by socialist icon Margaret Sanger, who demonically outlined the true goal of abortion by stating: “We don’t want the word to get out that we want to exterminate the Negro population”—and by these socialists keeping this truth hidden, today sees abortion being the number one killer of black lives in the United States—a reality fully known to the US Supreme Court, who next year will revisit the abortion issue in hundreds of cases now flowing towards it, and that also quietly this past week cleared the way for the Trump administration to carry out the first executions in the federal criminal justice system in 17-years—which provoked a bizarre reaction from top socialist Democrat Party leader US House Intelligence Chairman Adam Schiff, who during a forum this week inexplicably turned to his socialist comrades and said: “We may all be moving to Canada soon”. According to this report, not being understood by the Americanpeople about the US Supreme Court is that its Chief Justice John Roberts has successfully navigated these court’s rulings through one of the most turbulent periods in United States history—and whose actions have seen him having thrown from contentious debate during the 2020 presidential election season some of his nation’s most bitterly fought over issues—many of which socialist forces are celebrating as wins—but who fail to notice that in every single one of these high court rulings over these past two weeks, none of them are what they appear to be—best exampled by:

The case of Bostock v. Clayton County—that in a 6-3 ruling saw socialists celebrating it as an “historic major victory” given by the US Supreme Court to LGBTQ employees—though in reality this decision was neither historic or major, as is only ruled on a law called the Civil Rights Act of 1964, not the constitutional merits of the case—and explained by Trump appointed Justice Neil Gorsuch, who wrote the majority opinion and said: “It is impossible to discriminate against a person for being homosexual or transgender without discriminating,,,If the employer fires the male employee for no reason other than the fact that he is attracted to men, but not the woman who is attracted to men, that is clearly a firing based on sex”—thus meaning that if any future US Congress changes the wording of the Civil Rights Act of 1964 to exclude LGBTQ employees, it’s perfectly legal for them to do so.

The case of Wolf v. Vidal—that in a 5-4 ruling saw socialists celebrating another “major victory” given by the US Supreme Court to illegal DACA migrants—though in reality this case was major win for President Trump, as this high court ruled the DACA program was illegal and unconstitutional, they just didn’t agree with the way the case was processed.

With Chief Justice Roberts being the pivotal swing vote in the rulings taking off the table for the 2020 presidential election the incendiary issues of abortion, LGBTQ employee rights and the DACA illegal alien programme, this report notes, his pacification of his court’s liberal justices allowed him the freedom to side with conservative justices in the cases that really matter, and in some bring liberal justices along with him, as all good horse traders do—which include:

The case of United States Forest Service et al. v. Cowpasture River Preservation Association—a 7-2 ruling that saw the US Supreme Court wiping out all lower court rulings to allow a needed gas pipeline to be built across the Appalachian Trail that socialist environmentalists had been fighting tooth-and-nail to stop for years.

The case of Seila Law LLC v. Consumer Financial Protection Bureau—a 5-4 ruling that saw the US Supreme Court wiping out all lower court rulings and declaring that the US Congress can’t write laws telling a president whom he can and cannot fire—and now gives President Trump the right to fire anyone he wants in the Executive Branch of government “at will”.

The case of United States Agency for International Development v. Alliance for Open Society International, Inc.—a 5-3 ruling that saw the US Supreme Court wiping out all lower court rulings that supported godless socialist billionaire George Soros, and others like him, from using US tax dollars to fund their overseas operations—and saw Trump appointed Justice Brett Kavanaugh eviscerating Soros and these socialists with his majority ruling words: “In sum, plaintiffs’ foreign affiliates are foreign organizations and foreign organization operating abroad possess no rights under the U.S. Constitution”.

The case of Espinoza v. Montana Department of Revenue—a 5-4 ruling that saw the US Supreme Court slamming religious bias in a state tax-credit scheme that denied equal rights to religious schools and making it illegal—saw Chief Justice John Roberts writing for the majority: “A state need not subsidize private education, but once a state decides to do so, it cannot disqualify some private schools solely because they are religious”—and whose historic ruling handed down just yesterday, now “Paves Way For Americans To Drop Anti-American, Anti-Christian Schooling”.

In 2015, as directed by the globalist criminal corruption network known as the Deep State, President Barack Obama authorized millions in funding for the Wuhan Institute of Virology, the location now understood to be the epicenter of the Covid19 outbreak. The research carried out here was to provide the agent for a global biological attack on a scale never before seen – one that would be timed for release within an election year – starting the very day unsubstantiated efforts to impeach President Trump fell apart.

With their base of operations in the Democrat establishment, the Deep State shadow corporation embarked on a coordinated irregular warfare insurgency, with multiple aims, all under the cover of a global pandemic they themselves manufactured for this purpose. Enabled by their owned and controlled corporate media monopoly, they instigated a heavy-handed and unjustifiable nationwide shutdown to reverse Trump’s many economic and unemployment gains, with Democrat-controlled states suffering the harshest restrictions in the country. Trump’s energetic rallies were halted, hiding from view the surging nationwide passion for his galvanizing message, while Democratic presidential front-runner Joe Biden was able to avoid interviews and debates where Left-leaning voters would not be shown his obvious inability to govern or the emerging Ukrainian bribery scandal that earned his family millions in illicit kickbacks by abusing his office.

The next major advantage of the pandemic for the Deep State was the case made to the public for mail-in voting, a highly insecure practice proven to be rampant with fraud, just as the public saw in one such example when a former Philadelphia judge pled guilty to stuffing ballot boxes after being paid by what he called a “Democrat political consultant”. With a rapidly rising death toll needed to make the case to the public for even harsher control, normal influenza deaths for the year were recorded as Covid19, artificially inflating the numbers. But this was only the beginning. When this did not yield enough fatalities, the Deep State then initiated a murderous plan to defy federal guidelines and move infected patients into nursing homes where the highest risk age group could be found in large numbers.

Deep State governors of NY, NJ, CA, PA, and MI oversaw what can only be described as a genocide of our elderly loved ones even as the quickly constructed field hospitals and medically equipped Navy ships stood mostly empty. This horrendous act cost the lives of over 50,000 people – but gave the insurgency a death toll that would stoke the public fear needed to push ahead with their goals. In these dark times, when people had little else but the comfort of community and their faith, this too was forcibly halted when simply going to church was banned across the country under the guise of public safety.

Depression and loneliness became the new epidemic, all designed to create the social conditions needed for what was to come next in their despotic plan to fracture the nation and hold onto power. Immediately upon reports of a flattening curve and a reduction in new cases, the mysterious murder of George Floyd hit the headlines. What was presented to the public as a routine instance of racially motivated police brutality turned out to be a strange and coincidental series of events involving two men who once knew each-other working security in a night club. This event provided the justification for the next chapter in their coordinated insurgency against the United States.

The goal was to to inflame civil unrest along racial lines on an emotional platform of social justice. Black Lives Matter was funded and designed by the corrupt Democrat establishment as a social weapon to draw crowds of well-meaning protesters into harm’s way, using them as human shields while they pushed a savage insurrection on city streets. After November they stand to lose it all but they will do everything to keep the crisis alive and the people in fear.

Vatican Rejects Gender Fluidity in New Catechetical Tetx

ROME — People’s “gender identity” is given to them by God and is directly tied to their biological sex, the Vatican has declared in a major catechetical text published this week.

A fundamental problem with modern gender theory is that it denies a core biblical truth, namely that God creates human beings “male and female,” states the new, 300-page Directory for Catechesis published by the Pontifical Council for Promoting the New Evangelization.

“Gender identity, according to this position, is no longer an original fact that the person must embrace and fill with meaning, but a social construction that is decided independently, totally detached from biological sex,” the document warns.

A sound anthropology is based on a recognition of the truth of human nature, the text insists, which is not the product of human will but of divine creation.

In modern gender theory, the person “denies his nature and decides that he creates it himself,” the text continues. “According to the biblical account of creation, however, man was created by God as male and female.”

This does not negate real psychological problems of gender dysphoria, the Vatican acknowledges, but these issues should not lead to a denial of human nature.

“The Church is well aware of the complexity of personal situations that are lived sometimes in a conflictive way,” the document states. “She does not judge people, but offers to accompany them always and in any situation.”

“Nonetheless, she is aware that, from a perspective of faith, sexuality is not only a physical fact, but a personal reality, a value entrusted to the responsibility of the person,” the Vatican declares. “In this way, sexual identity and existential experience must be a response to God’s original call.”

The new Directory echoes the sharp criticism of gender theory voiced by Pope Francis over the years, which has earned him the derision of many LGBT activists.

In 2016, the pope published a lengthy teaching text on marriage and the family called The Joy of Love (Amoris Laetitia) in which he underscored the unique value of motherhood and fatherhood, neither of which is dispensable or replaceable with a unisex version of “parent.”

In that document, Francis slammed gender theory for its denial of “the difference and reciprocity in nature of a man and a woman,” and for its dream of “a society without sexual differences.”

“An appreciation of our body as male or female,” he said, is “necessary for our own self-awareness in an encounter with others different from ourselves.” Efforts to cancel out sexual differences based in anatomy are a symptom of a sick society that “no longer knows how to deal” with sexual differentiation, he wrote.

The following year the pope issued a similar condemnation, denouncing what he called the “unisex utopia” of the LGBT lobby.

Statement from the Press Secretary Regarding Today’s Supreme Court Ruling on the Consumer Financial Protection Bureau

Today’s decision represents an important victory for the fundamental principle that government officials should be accountable to the American people. The Constitution vests the power of the executive branch solely in the President without any limitation on his ability to remove leaders of executive agencies. As Alexander Hamilton so eloquently argued in Federalist 70, unity in the executive branch is essential for providing the President with the authority needed for the effective administration of government and to make the President fully accountable to the electorate every four years for the management of the executive branch, which inherently includes the appointment and removal of government officials.

The Consumer Financial Protection Bureau (CFPB), established by the Dodd-Frank Act, was instead designed based on a distrust of the American people’s ability to participate in their government. The CFPB is exempt from the congressional appropriations process, because CFPB’s creators did not trust democratically-elected representatives with funding the agency. Similarly, the CFPB’s single director was insulated from removal by the President, because the CFPB’s creators did not trust Presidential elections. In practice, the CFPB was designed to prevent the American people, to the maximum extent possible, from exercising oversight over CFPB’s sole director, who was granted vast authority over the financial lives of every American. While the President has full confidence in the current director of the CFPB and believes that she has fully upheld her statutory duties, the President also believes that no official should hold such immense powers without, at least, being directly accountable to a democratically-elected President regardless of party affiliation.

Accordingly, today’s decision helps restore to Americans power over their government that the Dodd-Frank Act took away to protect entrenched and unelected bureaucrats in Washington. It respects and preserves the role of American voters in our constitutional system and should stand as an important precedent for ensuring that our Republic remains a government of the people, by the people, for the people.

Executive Order on Modernizing and Reforming the Assessment and Hiring of Federal Job Candidates

ECONOMY & JOBS: Issued on: June 26, 2020: ALL NEWS

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, and sections 1104(a)(1), 3301, and 7301 of title 5, United States Code, it is hereby ordered as follows:

Section1. Purpose. The foundation of our professional merit-based civil service is the principle that employment and advancement rest on the ability of individuals to fulfill their responsibilities in service to the American public. Accordingly, Federal Government employment opportunities should be filled based on merit. Policies or practices that undermine public confidence in the hiring process undermine confidence in both the civil service and the Government.

America’s private employers have modernized their recruitment practices to better identify and secure talent through skills- and competency-based hiring. As the modern workforce evolves, the Federal Government requires a more efficient approach to hiring. Employers adopting skills- and competency-based hiring recognize that an overreliance on college degrees excludes capable candidates and undermines labor-market efficiencies. Degree-based hiring is especially likely to exclude qualified candidates for jobs related to emerging technologies and those with weak connections between educational attainment and the skills or competencies required to perform them. Moreover, unnecessary obstacles to opportunity disproportionately burden low-income Americans and decrease economic mobility.

The Office of Personnel Management (OPM) oversees most aspects of the civilian Federal workforce, including creating and maintaining the General Schedule classification system and determining the duties, responsibilities, and qualification requirements for Federal jobs. Executive departments and agencies (agencies), however, are responsible for vetting and selecting specific candidates to fill particular job openings consistent with statutory requirements and OPM rules and guidance, including applicable minimum educational requirements. Currently, for most Federal jobs, traditional education — high school, college, or graduate-level — rather than experiential learning is either an absolute requirement or the only path to consideration for candidates without many years of experience. As a result, Federal hiring practices currently lag behind those of private sector leaders in securing talent based on skills and competency.

My Administration is committed to modernizing and reforming civil service hiring through improved identification of skills requirements and effective assessments of the skills job seekers possess. We encourage these same practices in the private sector. Modernizing our country’s processes for identifying and hiring talent will provide America a more inclusive and demand-driven labor force.

Through the work of the National Council for the American Worker and the American Workforce Policy Advisory Board, my Administration is fulfilling its commitment to expand employment opportunities for workers. The increased adoption of apprenticeship programs by American employers, the creation of Industry-Recognized Apprenticeship Programs, and the implementation of Federal hiring reforms, including those in this order, represent important steps toward providing more Americans with pathways to family-sustaining careers. In addition, the Principles on Workforce Freedom and Mobility announced by my Administration in January 2020 detail reforms that will expand opportunities and eliminate unnecessary education costs for job seekers. This order builds on the broader work of my Administration to expand opportunity and create a more inclusive 21st-century economy.

This order directs important, merit-based reforms that will replace degree-based hiring with skills- and competency-based hiring and will hold the civil service to a higher standard — ensuring that the individuals most capable of performing the roles and responsibilities required of a specific position are those hired for that position — that is more in line with the principles on which the merit system rests.

Sec. 2. Revision of Job Classification and Qualification Standards. (a) The Director of OPM, in consultation with the Director of the Office of Management and Budget, the Assistant to the President for Domestic Policy, and the heads of agencies, shall review and revise all job classification and qualification standards for positions within the competitive service, as necessary and consistent with subsections (a)(i) and (a)(ii) of this section. All changes to job classification and qualification standards shall be made available to the public within 120 days of the date of this order and go into effect within 180 days of the date of this order.

(i) An agency may prescribe a minimum educational requirement for employment in the Federal competitive service only when a minimum educational qualification is legally required to perform the duties of the position in the State or locality where those duties are to be performed.

(ii) Unless an agency is determining a candidate’s satisfaction of a legally required minimum educational requirement, an agency may consider education in determining a candidate’s satisfaction of some other minimum qualification only if the candidate’s education directly reflects the competencies necessary to satisfy that qualification and perform the duties of the position.

(b) Position descriptions and job postings published by agencies for positions within the competitive service should be based on the specific skills and competencies required to perform those jobs.

Sec. 3. Improving the Use of Assessments in the Federal Hiring Process. (a) In addition to the other requirements of this order, the Director of OPM shall work with the heads of all agencies to ensure that, within 180 days of the date of this order, for positions within the competitive service, agencies assess candidates in a manner that does not rely solely on educational attainment to determine the extent to which candidates possess relevant knowledge, skills, competencies, and abilities. The heads of all agencies shall develop or identify such assessment practices.

(b) In assessing candidates, agencies shall not rely solely on candidates’ self-evaluations of their stated abilities. Applicants must clear other assessment hurdles in order to be certified for consideration.

(c) Agencies shall continually evaluate the effectiveness of different assessment strategies to promote and protect the quality and integrity of their hiring processes.

Sec. 4. Definitions. For purposes of this order:
(a) the term “assessment” refers to any valid and reliable method of collecting information on an individual for the purposes of making a decision about qualification, hiring, placement, promotion, referral, or entry into programs leading to advancement;

(b) the term “competitive service” has the meaning specified by section 2102 of title 5, United States Code;

(c) the term “education” refers to Post High-School Education as that term is defined in the OPM General Schedule Qualification Policies; and

(d) the term “qualification” means the minimum requirements necessary to perform work of a particular position or occupation successfully and safely.

Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Well, thank you Governor. That was an extraordinarily kind introduction and for thinking of Kayla and her parents. We had them at the State of the Union. That was a very special occasion for the President and for all of us as Americans. What happened to Kayla should never happen to anyone, especially Americans. Thank you for remembering her today and for the support you have given her family. It is great to be here in Phoenix. Congratulations on the TSMC factory that is coming to Arizona. I can tell you there are 49 other governors that are a little jealous of Governor Ducey at this point. What a tremendous accomplishment for your administration and it’s great for our national security to bring our supply chain home, especially when we are dealing with critical technology, computer chips, dual-use chips, that are not only important to our civilian world—the phones we use, the computers we use, the dishwashers, the refrigerators we use—but also to our military. You have some great aerospace companies who are doing work in Arizona that are going to benefit from having their suppliers closer to home. Congratulations to the people of Arizona.

It is wonderful to be here at the Arizona Commerce Authority. Congratulations to you as well for the excellent support you gave the governor and his administration in not only bringing the Taiwanese here but also many other manufacturing companies returning to America are coming to Arizona—great weather, sunshine. It is wonderful again to be back here on the west coast. Other folks around the world are coming to Arizona and the American West to see there is a whole other part to this country outside of Washington, D.C. and New York. As manufacturing returns to this country, Arizona will be at the top of their list. So congratulations, Governor.

I bring you greetings from the 45^th President of the United States, Donald J. Trump. I know he was here yesterday. It is privilege to follow in his wake. I think there is some other good news; you will be having the Vice President of the United States Mike Pence, my close friend, whose office is down the hall, will be here next week.

I appreciate the kind invitation to come discuss an issue of great importance to American national security with you, Governor and your colleagues here in Arizona:—the challenge the Chinese Communist Party poses to the United States and our allies is of critical importance to us right now. My remarks are the first of several speeches senior Administration officials will give on this matter over the next few weeks. You will soon hear from Secretary of State Pompeo, Attorney General Barr, and FBI Director Chris Wray on the subject.

America, under President Trump’s leadership, has finally awoken to the threat the Chinese Communist Party’s actions and the threat they pose to our very way of life. For decades, conventional wisdom in both U.S. political parties, the business community, academia, and media, has held that it was only a matter of time before China would become more liberal, first economically and, then, politically. The more we opened our markets to China, the thinking went, the more we invested capital in China, the more we trained PRC bureaucrats, scientists, engineers, and even military officers, the more China would become like us.

It was under this premise that we welcomed China into the World Trade Organization in 2001 with vast concessions and trade privileges. We downplayed China’s gross human rights abuses, including Tiananmen Square. We turned a blind eye to China’s widespread technology theft that eviscerated entire sectors of the American economy.

As China grew richer and stronger, we believed, the Chinese Communist Party would liberalize to meet the rising democratic aspirations of its people. This was a bold, quintessentially American idea, born of our innate optimism and by the experience of our triumph over Soviet Communism. Unfortunately, it turned out to be very naïve.

We could not have been more wrong—and this miscalculation is the greatest failure of American foreign policy since the 1930s. How did we make such a mistake? How did we fail to understand the nature of the Chinese Communist Party?

The answer is simple: because we did not pay heed to the CCP’s ideology. Instead of listening to what CCP leaders were saying and reading what they wrote in their key documents, we closed our ears and our eyes. We believed what we wanted to believe—that the Party members were communist in name only.

Let us be clear, the Chinese Communist Party is a Marxist-Leninist organization. The Party General Secretary Xi Jinping sees himself as Josef Stalin’s successor. In fact, as the journalist and former Australian government official John Garnaut has noted, the Chinese Communist Party is the last “ruling communist party that never split with Stalin, with the partial exception of North Korea.”^[1] Yes, Stalin – the man whose brutal dictatorship and disastrous policies killed roughly 20 million Russians and others through famine, forced collectivization, executions, and labor camps. As interpreted and practiced by Lenin, Stalin, and Mao, communism is a totalitarian ideology.

Under communism, individuals are merely a means to be used toward the achievement of the ends of the collective nation state. Thus, individuals can be easily sacrificed for the nation state’s goals. Individuals do not have inherent value under Marxism-Leninism. They exist to serve the state; the state does not exist to serve them.

These ideas sound remote and outdated to us. They are, after all, old ideas—they were born a century and a half ago in Europe. They were implemented a century ago by Russia, and then discarded 30 years ago as the most costly failed political experiment in history. But in China, these ideas remain as fundamental to the Chinese Communist Party as the Constitution and the Bill of Rights do to us as Americans.

The Chinese Communist Party seeks total control over the people’s lives. This means economic control, it means political control, it means physical control, and, perhaps most importantly, it means thought control.

“In Classical Chinese statecraft,” Garnaut has noted, “there are two tools for gaining and maintaining control over ‘the mountains and the rivers’: the first is wu (武), weapons and violence, and the second is wen (文), language and culture. Chinese leaders have always believed that power derives from controlling both the physical battlefield and the cultural domain.”^[2] “For Lenin, Stalin, Mao and Xi,” Garnaut writes, “words are not vehicles of reason and persuasion. They are bullets. Words are for defining, isolating, and destroying opponents.”^[3]

Propaganda plays a central political role for the CCP. Beijing’s efforts to dominate political thought are stated openly and pursued aggressively. In 1989, the party began organizing itself around ‘ideological security,’ a term repeated frequently since then by CCP leaders. More recently, in April 2013, the Party issued a policy on what they call the “current state of ideology.”^[4] It held that there should be, “absolutely no opportunity or outlets for incorrect thinking or viewpoints to spread.”^[5]

So within China, this approach means mandatory study sessions on Communist ideology and the required download and use of smartphone apps that teach so-called “Xi Jinping Thought.” It means complete control of all state media. Outside sources of information are banned—from foreign newspapers to Twitter, Facebook, and WhatsApp. All content generated within China is censored. It means jailing everyone from citizen bloggers, reporters, and lawyers to activists and religious believers for expressing any views contrary to the Party line.

And indeed, just recently, between January 1 and April 4 of this year, nearly 500 individuals were charged with crimes just for speaking out about the Wuhan coronavirus, its effects upon the Party, and the Party’s cover-up of the disease.^[6]

The Chinese Communist Party reinterprets religious texts, including the Bible, to support communist party ideology. It locks up millions of Muslim Uyghurs and other minorities in reeducation camps where they are subjected to political indoctrination and forced labor, while their children are raised in Party-run orphanages. This process annihilates family, religion, culture, language, and heritage of the people who are caught up in these camps. Under the Chinese Communist Party, information is tightly controlled and expression is constantly surveilled, so that it can be quashed or shaped by the state.

Americans should be concerned. We should not be concerned only for the Chinese people but for ourselves. Xi Jinping’s ambitions for ideological control are not limited to his own people. The CCP’s stated goal is to create a “Community of Common Destiny for Mankind,” and to remake the world according to the CCP. The effort to control thought beyond the borders of China is well under way.

Over the past decade, the Party has invested billions of dollars into overseas propaganda operations to great effect.^[7] The CCP has moved to eliminate ‘unfriendly’ Chinese language media outlets worldwide, and is close to succeeding. Nearly every Chinese language news outlet in the U.S. is either owned by, or works closely with the Party—and it is making inroads into English language media as well. There are more than a dozen radio stations in cities across the country where Americans hear subtle pro-Beijing propaganda on their FM radio.

Recently, Chinese propaganda persuaded so many Americans that a U.S. solider had brought the coronavirus to Wuhan—as opposed to Wuhan sending the virus to the rest of the world (a complete fabrication by the CCP) that this soldier and her family needed a personal security detail to protect them from death threats. This situation occurred in Maryland.

On TikTok, a Chinese-owned social media platform with over 40 million American users—probably a lot of your kids and younger colleagues– accounts criticizing CCP policies are routinely removed or deleted.

Last week, Twitter announced the suspension of more than 23,000 CCP linked accounts for spreading propaganda on Hong Kong and COVID-19. This latest suspension was in addition to last August’s removal of more than 150,000 CCP linked accounts that were used to spread anti-American disinformation and generate the illusion of popular support for Beijing’s policies in the United States. These are just the accounts Twitter caught. How many are still out there undetected?

In March, the CCP expelled American journalists working for the New York Times, the Wall Street Journal, and the Washington Post, almost fully eliminating independent reporting from within China on the Wuhan virus.

In addition to influencing what information American citizens receive regarding China, the CCP is increasingly using its leverage to police American speech. When the University of California at San Diego hosted the Dalai Lama as a commencement speaker in 2017, Beijing banned Chinese students from visiting UCSD on government funds.

When the general manager of the Houston Rockets tweeted his support for the peaceful Hong Kong protesters, the CCP announced its team’s games would not be shown on Chinese TV and used its economic power to pressure others in basketball, including star players, to criticize the tweet on behalf of Beijing.

Under pressure from the CCP, Marriott, and American, Delta, and United Airlines all removed references to Taiwan from their corporate websites. Mercedes Benz even apologized for posting an inspirational quote from the Dalai Lama on social media.

Beijing has used its financial might and market access to pressure Hollywood into self-censorship, incentivizing directors and producers to avoid topics that might not make it past the country’s censors in China. For example, the Japanese and Taiwanese flags were dropped from Tom Cruise’s flight jacket in the upcoming Top Gun sequel “Maverick.” MGM digitally changed the identities, post-production, of the invading military from China to North Korea in the “Red Dawn” remake.

The CCP is seeking leverage over individual Americans as well. The Party is collecting your most intimate data—your words, your actions, your purchases, your whereabouts, your health records, your social media posts, your texts, and mapping your network of friends, family, and acquaintances.

The CCP accomplishes this goal, in part, by subsidizing hardware, software, telecommunications, and even genetics companies. As a result, corporations such as Huawei and ZTE undercut competitors on price and install their equipment around the globe at a loss. This has the side effect of putting out of business American manufacturers of telecom hardware and has made it very difficult for Nokia and Ericsson. Why do they do it? Because it is not telecom hardware or software profits the CCP are after, it is your data. They use “backdoors” built into the products to obtain that data.

When the Chinese Communist Party cannot buy your data, it steals it. In 2014, the CCP hacked Anthem insurance, collecting sensitive information on 80 million Americans. In 2015, the CCP hacked the Office of Personnel Management, which holds security clearance information, acquiring sensitive data on 20 million Americans who work for the federal government. In 2017, it hacked Equifax, obtaining the names, birthdates, social security numbers, and credit scores of 145 million Americans.

In 2019, the CCP hacked Marriot, gathering information on 383 million guests, including their passport numbers. And, in 2016, a Chinese company even bought the dating app Grindr to harvest its data, including the HIV status of users, before the U.S. government forced a divestiture on national security grounds. These are just a few of the instances we know about.

How will the Chinese Communist Party use this data? In the same way it uses data within China’s borders: to target, to flatter, to cajole, to influence, to coerce, and to even blackmail individuals to say and do things that serve the Party’s interests. This is ‘micro targeting’ beyond an advertiser’s wildest dreams. China, unlike advertisers, will not be stopped by government regulations. The Chinese Communist Party simply wants to know everything about you—just as it likes to know almost everything about every individual living in China.

In addition to propaganda and influence operations, the Chinese Communist Party uses trade to coerce compliance with its dictates. When Australia called for an independent investigation of the coronavirus’ origins and spread, the Chinese Communist Party threatened to stop buying Australian agricultural products and to prevent Chinese students and tourists from traveling to Australia. When Australia refused to relent, Beijing put these threats into force, imposing an 80% tariff on Australian barley exports.

International organizations are also part of China’s plan. China has sought leadership positions within many global bodies. China now heads four out of fifteen UN specialized agencies, more than the U.S., UK, France, and Russia, the other members of the permanent members of the U.N. Security Council, combined. The PRC uses these leaders to force the international bodies to parrot Beijing’s talking points and to install Chinese telecommunications equipment in their facilities.

For example, since Zhao Houlin of the International Telecommunications Union took his post he began to aggressively promote Huawei sales. Secretary-General Fang Liu of the International Civil Aviation Organization has blocked Taiwan’s participation in General Assembly meetings and covered up a Chinese hack of the organization. The Party has used China’s membership on the UN Human Rights Council to prevent criticism of its abuses in Xinjiang and Hong Kong.

The CCP’s reach extends to heads of international organizations who are not themselves Chinese officials. Under Beijing’s thumb, and at an unacceptable cost to human life, Director-General Tedros of the World Health Organization dutifully used Chinese talking points on the Wuhan virus. As late as mid-January, he claimed there was no human-to-human transmission of the disease. He opposed international travel restrictions. At the same time, Tedros praised China’s own domestic travel restrictions on Wuhan residents. In other words, they could travel overseas, but they could not travel and potentially take the virus to Beijing or Shanghai. These CCP tactics in international organizations, as we have seen with the coronavirus, are a major cause of concern not just for the United States, but to the world.

The good news is that under President Trump’s leadership, we know what the CCP is doing, we are calling it out, and we are taking decisive action to counter it across the board.^[8]

First, President Trump prevented certain companies that answer to the CCP’s intelligence and security apparatus—such as Chinese telecommunications giant Huawei—from accessing our personal and private data.^[9] The Administration also imposed restrictions on U.S. semiconductor technology from going to Huawei.^[10]

Second, the State Department designated the U.S. operations of 9 Chinese state-controlled propaganda outlets as foreign missions.^[11]These organizations are the mouthpieces of the Chinese Communist Party. This designation places reporting requirements and visa restrictions on these so-called media outlets.

Third, President Trump imposed export restrictions on 21 Chinese government entities and 16 Chinese companies complicit in China’s campaign of repression, mass arbitrary detention, forced labor and high-technology surveillance against Uyghurs and other minorities, and we have blocked officials complicit in these abuses from travelling to the United States.^[12] The Administration has also stopped the illegal import of goods produced by Chinese companies known to use Uyghur forced labor.^[13]

Fourth, President Trump left the United Nations Human Rights Council to protest its cooptation by China.^[14] He has terminated the U.S. relationship with the World Health Organization, because its response to the pandemic showed that it is beholden to China.^[15]Instead of funding the corrupt WHO in Geneva with over $400 million per year, the United States and its generous taxpayers will send that money directly to where it is needed most—frontline healthcare workers serving in developing countries around the world.

Fifth, President Trump limited the People’s Liberation Army’s ability to use student visa programs to place its officers and employees in our colleges and universities to steal U.S. technology, intellectual property, and information.^[16]

Sixth, the President moved to halt the investment of U.S. federal employee retirement funds into PRC companies, including Chinese military contractors and manufacturers of surveillance equipment used to oppress religious minorities.^[17]He is examining the opaque accounting practices of Chinese companies listed on U.S. stock exchanges.^[18]

This week, the Defense Department is submitting to Congress a list of People’s Liberation Army-linked companies with operations in the United States so that the American people are fully informed about exactly with whom they are doing business.

Now, these steps are just the start as America corrects 40 years of a one-sided, unfair relationship with China that has severely affected our nation’s economic and, recently, political well-being. Just like the tariffs that were imposed by the President on unfair trade practices early in his Administration, there is more to come.

President Trump understands that lasting peace comes through strength. We are the strongest nation on earth, and we will not bend to the CCP. As the foregoing actions demonstrate, the Trump Administration is countering CCP malign activity. The Trump Administration will speak out and reveal what the Chinese Communist Party believes, and what it is planning—not just for China and Hong Kong and Taiwan, but for the world.

Together with our allies and partners, we will resist the Chinese Communist Party’s efforts to manipulate our people and our governments, damage our economies, and undermine our sovereignty. The days of American passivity and naivety regarding the People’s Republic of China are over.

We will stay true to our principles—especially freedom of speech—which stand in stark contrast to the Marxist-Leninist ideology embraced by the CCP. Under President Trump’s leadership, we will encourage diversity of thought, resist efforts to police speech or encourage self-censorship, protect Americans’ personal data, and above all, continue to proclaim that all women and men are entitled by right of God to liberty, life, and the pursuit of happiness.

As I close, let me be clear – we have deep respect and admiration for the Chinese people. The United States has a long history of friendship with the Chinese nation. But the Chinese Communist Party does not equal China or her people.

To the Chinese Communist Party, I say, as the recent Phase One trade deal has shown, it is possible for our governments to have a productive relationship. We want good relationships with China, but we do not want relations on the terms currently on offer from Beijing.

As Americans, I am certain that we will rise to successfully meet the challenge presented by the Chinese Communist Party, just as we have responded to all the great crises over our history. President Trump is leading the way. And like President Trump, I firmly believe that our best days as a country remain ahead of us.

Executive Order on Strengthening the Child Welfare System for America’s Children

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section1. Purpose. Every child deserves a family. Our States and communities have both a legal obligation, and the privilege, to care for our Nation’s most vulnerable children.

The best foster care system is one that is not needed in the first place. My Administration has been focused on prevention strategies that keep children safe while strengthening families so that children do not enter foster care unnecessarily. Last year, and for only the second time since 2011, the number of children in the foster care system declined, and for the third year in a row, the number of children entering foster care has declined.

But challenges remain. Too many young people who are in our foster care system wait years before finding the permanency of family. More than 400,000 children are currently in foster care. Of those, more than 124,000 children are waiting for adoption, with nearly 6 out of 10 (58.4 percent) having already become legally eligible for adoption.

More than 50 percent of the children waiting for adoption have been in foster care — without the security and constancy of a permanent family — for 2 years or more. The need for stability and timely permanency is particularly acute for children 9 years and older, children in sibling groups, and those with intellectual or physical disabilities.

Even worse, too many young men and women age out of foster care having never found a permanent, stable family. In recent years, approximately 20,000 young people have aged out of foster care each year in the United States. Research has shown that young people who age out of the foster care system are likely to experience significant, and significantly increased, life challenges — 40 percent of such young people studied experienced homelessness; 50 percent were unemployed at age 24; 25 percent experienced post-traumatic stress disorder; and 71 percent became pregnant by age 21. These are unacceptable outcomes.

Several factors have contributed to the number of children who wait in foster care for extended periods. First, State and local child welfare agencies often do not have robust partnerships with private community organizations, including faith-based organizations. Second, those who step up to be resource families for children in foster care — including kin, guardians, foster parents, and adoptive parents — may lack adequate support. Third, too often the processes and systems meant to help children and families in crisis have instead created bureaucratic barriers that make it more difficult for these children and families to get the help they need.

It is the goal of the United States to promote a child welfare system that reduces the need to place children into foster care; achieves safe permanency for those children who must come into foster care, and does so more quickly and more effectively; places appropriate focus on children who are waiting for adoption, especially those who are 9 years and older, are in sibling groups, or have disabilities; and decreases the proportion of young adults who age out of the foster care system.

Children from all backgrounds have the potential to become successful and thriving adults. Yet without a committed, loving family that can provide encouragement, stability, and a lifelong connection, some children may never receive the support needed to realize that potential.

This order will help to empower families who answer the call to open their hearts and homes to children who need them. My Administration is committed to helping give as many children as possible the stability and support that family provides by dramatically improving our child welfare system.

Sec. 2. Encouraging Robust Partnerships Between State Agencies and Public, Private, Faith-based, and Community Organizations. (a) In order to facilitate close partnerships between State agencies and nongovernmental organizations, including public, private, faith-based, and community groups, the Secretary of Health and Human Services (the “Secretary”) shall provide increased public access to accurate, up-to-date information relevant to strengthening the child welfare system, including by:

(i) Publishing data to aid in the recruitment of community support. Within 1 year of the date of this order and each year thereafter, the Secretary shall submit to the President, through the Assistant to the President for Domestic Policy, a report that provides information about typical patterns of entry, recent available counts of children in foster care, and counts of children waiting for adoption. To the extent appropriate and consistent with applicable law, including all privacy laws, this data will be disaggregated by county or other sub-State level, child age, placement type, and prior time in care.

(ii) Collecting needed data to preserve sibling connections.

(A) Within 2 years of the date of this order, the Secretary shall collect information from appropriate State and local agencies on the number of children in foster care who have siblings in foster care and who are not currently placed with their siblings.

(B) Within 3 years of the date of this order, to support the goal of keeping siblings together (42 U.S.C. 671(a)(31)(A)), the Secretary shall develop data analysis methods to report on the experience of children entering care in sibling groups, and the extent to which they are placed together. The Secretary’s analysis shall also assess the extent to which siblings who are legally eligible for adoption achieve permanency together.

(iii) Expanding the number of homes for children and youth.

(A) Within 2 years of the date of this order, the Secretary shall develop a more rigorous and systematic approach to collecting State administrative data as part of the Child and Family Services Review required by section 1123A of the Social Security Act (the “Act”) (42 U.S.C. 1320a–2a). Data collected shall include:

(1) demographic information for children in foster care and waiting for adoption;

(2) the number of currently available foster families and their demographic information;

(3) the average foster parent retention rate and average length of time foster parents remain certified;

(4) a target number of foster homes needed to meet the needs of children in foster care; and

(5) the average length of time it takes to complete foster and adoptive home certification.

(B) The Secretary shall ensure, to the extent consistent with applicable law, that States report to the Secretary regarding strategies for coordinating with nongovernmental organizations, including faith-based and community organizations, to recruit and support foster and adoptive families.

(b) Within 1 year of the date of this order, the Secretary shall issue guidance to Federal, State, and local agencies on partnering with nongovernmental organizations. This guidance shall include best practices for information sharing, providing needed services to families to support prevention of children entering foster care, family preservation, foster and adoptive home recruitment and retention, respite care, post-placement family support, and support for older youth. This guidance shall also make clear that faith-based organizations are eligible for partnerships under title IV-E of the Act (42 U.S.C. 670 et seq.), on an equal basis, consistent with the First Amendment to the Constitution.

Sec. 3. Improving Access to Adequate Resources for Caregivers and Youth. While many public, private, faith based, and community resources and other sources of support exist, many American caregivers still lack connection with and access to adequate resources. Within 1 year of the date of this order, the Secretary shall equip caregivers and those in care to meet their unique challenges, by:

(a) Expanding educational options. To the extent practicable, the Secretary shall use all existing technical assistance resources to promote dissemination and State implementation of the National Training and Development Curriculum, including, when appropriate, in non-classroom environments.

(b) Increasing the availability of trauma-informed training. The Secretary shall provide an enhanced, web-based, learning-management platform to house the information generated by the National Adoption Competency Mental Health Training Initiative. Access to this web-based training material will be provided free of charge for all child welfare and mental health practitioners.

(c) Supporting guardianship. The Secretary shall provide information to States regarding the importance and availability of funds to increase guardianship through the title IV-E Guardianship Assistance Program (42 U.S.C. 673), which provides Federal reimbursement for payments to guardians and for associated administrative costs. This information shall include which States have already opted into the program.

(d) Enhancing support for kinship care and youth exiting foster care. The Secretary shall establish a plan to address barriers to accessing existing Federal assistance and benefits for eligible individuals.

Sec. 4. Ensuring Equality of Treatment and Access for all Families. The Howard M. Metzenbaum Multiethnic Placement Act of 1994 (the “Multiethnic Placement Act”) (Public Law 103-382), as amended, prohibits agencies from denying to any person the opportunity to become an adoptive or a foster parent on the basis of race, color, or national origin (42 U.S.C. 671(a)(18)(A)); prohibits agencies from delaying or denying the placement of a child for adoption or into foster care on the basis of race, color, or national origin (id. 671(a)(18)(B)); and requires agencies to diligently recruit a diverse base of foster and adoptive parents to better reflect the racial and ethnic makeup of children in out-of-home care (id. 662(b)(7)). To further the goals of the Multiethnic Placement Act, the Secretary shall:

(a) within 6 months of the date of this order, initiate a study regarding the implementation of these requirements nationwide;

(b) within 1 year of the date of this order, update guidance, as necessary, regarding implementation of the Multiethnic Placement Act; and

(c) within 1 year of the date of this order, publish guidance regarding the rights of parents, prospective parents, and children with disabilities (including intellectual, developmental, or physical disabilities).

Sec. 5. Improving Processes to Prevent Unnecessary Removal and Secure Permanency for Children. (a) Federal Review of Reasonable Effort Determinations and Timeliness Requirements.

(i) Within 2 years of the date of this order, the Secretary shall require that both the title IV-E reviews conducted pursuant to 45 CFR 1356.71 and the Child and Family Services Reviews conducted pursuant to 45 CFR 1355.31–1355.36 specifically and adequately assess the following requirements:

(A) reasonable efforts to prevent removal;

(B) filing a petition for Termination of Parental Rights within established statutory timelines and court processing of such petition, unless statutory exemptions apply;

(C) reasonable efforts to finalize permanency plans; and

(D) completion of relevant required family search and notifications and how such efforts are reviewed by courts.

(ii) In cases in which it is determined that statutorily required timelines and efforts have not been satisfied, the Secretary shall make use of existing authority in making eligibility determinations and disallowances consistent with section 1123A(b)(3)(4) of the Act (42 U.S.C. 1320a-2a(b)(3)(4)).

(iii) Within 2 years of the date of this order, the Secretary shall develop metrics to track permanency outcomes in each State and measure State performance over time.

(iv) Within 6 months of the date of this order, the Secretary shall provide guidance to States regarding flexibility in the use of Federal funds to support and encourage high-quality legal representation for parents and children, including pre-petition representation, in their efforts to prevent the removal of children from their families, safely reunify children and parents, finalize permanency, and ensure that their voices are heard and their rights are protected. The Secretary shall also ensure collection of data regarding State use of Federal funds for this purpose.

(b) Risk and Safety Assessments.

(i) Within 18 months of the date of this order, the Secretary shall collect States’ individual standards for conducting risk and safety assessments required under section 106(b)(2)(B)(iv) of the Child Abuse Prevention and Treatment Act (42 U.S.C. 5106(b)(2)(B)(iv)).

(ii) Within 2 years of the date of this order, the Secretary shall outline reasonable best practice standards for risk and safety assessments, including how to address domestic violence and substance abuse.

Sec. 6. Indian Child Welfare Act. Nothing in this order shall alter the implementation of the Indian Child Welfare Act or replace the tribal consultation process.

Sec. 7. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
